Bureau Description: AFR is the USAID/Washington Operating Unit charged with managing USAID economic development programs in Africa. SD has the responsibility of providing technical support for these programs. AFR/SD’s technical responsibilities span across all areas of economic development—economic growth, agriculture, the environment, global climate change, biodiversity, water, democracy and governance, education, and health. This position is located in the Economic Growth, Environment, and Agriculture Division (EGEA). Description of Position: The Climate Change Mitigation Advisor will provide regional research and analysis as well as technical, program planning, strategic development, and design support to AFR/SD/EGEA, USAID African Missions, and other USAID Bureaus and offices. In particular, the Climate Change Mitigation Advisor will focus on countries’ Nationally Determined Contribution (NDC), improved land use as a climate change solution, net zero-emissions growth, energy and energy efficiency, climate smart transportation and infrastructure, policy and institutional reform, private sector engagement and market strengthening, and climate finance. The Climate Change Mitigation Advisor will provide AFR/SD/EGEA with the following essential support:

  • Collaborate closely with the Africa Bureau Senior Climate Change Advisor and Climate Change Adaptation Advisor and Climate and Finance Lead on an integrated approach to climate change including adaptation/resilience, mitigation, integration and finance;
  • Coordinate Africa Bureau’ s climate change mitigation efforts within the larger agency portfolio, including Natural Climate Solutions initiatives; and with the Africa Bureau Power Africa and Prosper Africa interagency initiatives;
  • Plan, design, manage, monitor, and evaluate climate change projects or buy-ins that will be implemented in Africa;
  • Provide technical support and advice to USAID field Missions in sub-Saharan Africa and to USAID/Washington on the strategic planning, development, implementation, evaluation, and reporting of climate-related activities; particularly those that pertain to addressing the causes of global climate change;
  • Provide direct training and other capacity-building assistance to USAID staff and partners, particularly at USAID Missions;
  • Forge strong, institutional linkages with U.S. Government institutions and development partners in climate ­related activities;
  • Advise on and advocate for appropriate funding levels for USAID Africa Missions;
  • Serve as a backstop to the other members of the AFR/SD climate team, helping to support all of the Africa climate activities and responsibilities as necessary;
  • Mentor staff; and
  • Contribute to other priorities and objectives as needed.

Qualifications: FSL-02: The incumbent must have one year of specialized experience at a level of difficulty and responsibility equivalent to the FSL-03 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. U.S. Citizenship and the ability to obtain the appropriate security clearance is required. An advanced degree from an accredited college or university and five years of relevant experience is strongly preferred.
