Cardno Emerging Markets USA, Ltd. (Cardno) is seeking a Forestry Law and Governance Specialist candidate for the anticipated USAID Papua New Guinea (PNG)/ Solomon Island Forest Governance opportunity. This program is anticipated to span five years and is currently valued at $10-25 Million. This sustainable landscapes program seeks to address the drivers of deforestation and forest degradation, unsustainable forest and land management, the lack of data to inform forest and land management decisions, and the lack of participatory land use planning and livelihood opportunities for forest-dependent communities.

Role
The Forestry Law and Governance Specialist is anticipated to provide illegal deforestation interventions assistance through assessment of national and sub-national barriers; coordination with local authorities, governments, and community organizations; and promotion of crime awareness. The Forestry Governance Specialist will support forestry and biodiversity assessments, spatial analyses and research activities; and lead capacity building and training activities, ensuring robust analysis, monitoring, and forest management operations. This individual will also have an instrumental role in advocating for efficient use of financial resources, identifying opportunities and designing interventions around crowding-in investment for environmental service provision and eco-reforestation, and ensuring participation of women, youth, indigenous, and marginalized groups in social forestry schemes.

Qualifications
  • Master’s degree in natural resource management, environmental governance, sustainable landscapes, or other relevant field; Bachelor’s degree in a relevant field and 5 additional years of relevant experience;
  • 7+ years of experience implementing complex environmental governance, sustainable landscape/forest management, and deforestation/degradation projects in developing countries;
  • Extensive experience in the Pacific Islands required, experience in PNG and the Solomon Islands preferred;
  • Experience supporting indigenous communities through building awareness of resource rights (including customary land tenure/use), participatory planning, and natural resource management;
  • Experience managing projects and/or an office with culturally diverse teams and working with counterparts from other cultures;
  • USAID experience and understanding of key USAID priorities preferred; and
  • Excellent oral and written English language communication skills.
