DESCRIPTION OF THE ASSIGNMENT
Global objective
The EU provides effective support to the Zambian electoral cycle. The proposed measures are to be aligned to (1) the Zambian Sixth National Development Plan for Zambia, (2) the Electoral Commission strategic Plan 2010-2015 and other relevant strategies and policies relevant to the sector; (3) the 11th EDF MIP for Zambia , (4) the Busan Partnership for effective development cooperation, (5) the European Union Methodological Guide on Electoral Assistance, (6) 2011 Elections Observation Mission recommendations and (7) lessons from the 10th EDF election support programme.
Specific objective
The specific objective of the assignment is to assist the with the formulation of a detailed programme design, budget estimate and logical framework, with the active participation of relevant Zambian state and non-state stakeholders and in consultation with relevant cooperating partners.
REQUIRED OUTPUTS:
The formulation process shall include, without being limited to the following:
-Lesson learnt from 10th EDF electoral project and observation mission
- 11th EDF programming
EXPERTS
The assignment will be performed by one (1) senior expert category I, who will analyze all components and generate a comprehensive analysis. The profile of the expert shall be as follows:
Qualification and skills :
Master degree in Political Science, Social sciences, International Relations or Development studies, or related fields;
General Professional Experience:
A minimum of ten (10) years of international professional experience in the field of elections minimum five (5) years in Africa;
Specific professional experience:
Experience in designing and managing electoral support programmes of comparable magnitude and complexity;
Expertise in problem analysis, stakeholder’s analysis and institutional/capacity assessment;
Expertise in mainstreaming youth, people with disabilities and gender issues in the context of election programmes.

LOCATION AND DURATION
Location: The assignment will be carried out in Zambia, mainly in Lusaka with ad-hoc field visits in some Provinces/Districts of Zambia ( to be determined during the mission)
