We are now seeking experienced freelance technical proposal writers to support our EC bid writing team in our London office.

Purpose

Work with bid teams to lead the writing of winning technical proposals for international development projects funded by the European Commission. The tenders can be in a range of technical areas covering:

  • Governance, including public financial management , public administration reform, human rights and democracy, civil society and local authority involvement, security sector and justice reform;
  • Trade and private sector development, including quality infrastructure, trade negotiation, FDI attraction, regulatory reform, competition policy, improved productivity, SME development, business enabling, access to finance, property rights and promoting competitiveness;
  • Energy, environment and water, including access to energy, energy security, renewable energy and energy efficiency, sustainable consumption and production, climate change adaptation, biodiversity, transboundary basin management, sustainable water infrastructure, water resource management, sanitation and waste management.

Core activities

  • Take part in and contribute to tender planning sessions where technical content, the tender structure and technical approach is discussed;
  • Lead the drafting of technical proposals in your field of expertise including potentially managing inputs from other technical area experts both from within DAI’s pool of in-house expertise and from external technical consultants;
  • Attend tender review sessions and lead on incorporating feedback from the reviewers in the tender preparation process;
  • Work with the proposal manager to finalise the tender for submission to the client;

Knowledge, skills and experience

  • Proven experience writing winning proposals for projects funded by the European Commission;
  • Experience of working on EC funded long-term technical assistance projects;
  • Technical expertise in one or more of the above mentioned technical areas and knowledge and proven experience of the EU’s approach to your field of specialization;
  • Good understanding of the dynamic forces at play between the public and private sectors in your field;
  • Familiarity with the current debates surrounding international development;
  • Ability to write clearly and concisely, to structure arguments in a logical fashion and to balance technical rigor with simple explanations;
  • Strong organizational and time management ability and a conscientious approach to deadlines;
  • Good interpersonal skills with the ability to work in multicultural teams;
  • Understanding of and ability to apply the EC’s logical framework, Project Cycle Management and Results Oriented Monitoring approaches in the review and response to Terms of Reference;
  • Experience designing technical assistance projects for the EC would be an advantage;
  • Strong project management skills, in particular in planning and resourcing, monitoring and reporting.
