The Fund Portfolio Manager (FPM) contributes to the delivery of the primary business of the Global Fund specifically leading and managing the grant negotiation processes at various stages of the grant cycle and manages the Secretariat’s cross-functional team; Manages, supervises and evaluates the work of Local Fund Agents (LFA) in countries, reviews and analyses requests for disbursement and decide on grant amounts to be disbursed. S/he also performs a host of related fund administrative managerial functions including the management of partnerships with governmental, non-governmental, civil society, private sector and multi-lateral organizations at country level.
Grant Negotiation:
Leads grant negotiation processes and manages various stages of the grant cycle and the Secretariat’s cross-functional team
On-going Grant Management & Disbursement:
Reviews and analyses disbursement requests, associated Local Fund Agent (LFA) reports, country and grant contextual information, deciding on appropriate amounts to be disbursed at regular intervals; Manages the on-going monitoring and assessment of grant implementation process and the key grant-related events
Program Analysis and Management:
Conducts in-depth programmatic and performance analysis, identifying and managing risks including initiating actions in consultations with Team Leader and other teams
LFA Management
Manages, supervises and evaluates the in-country LFA work, including the designated budgets and effective management of contracts for grant portfolios
Information Management:
Documents and reports grant implementation results and developments responding to information requests from internal and external stakeholders;
Develops information profiles and updates on the grant portfolio and country-driven programs to address the three epidemics
Global Fund Representation:
Manages partnerships, discussions, and information sharing at country-level (government, non-governmental organizations, multilaterals, private sector etc.) mobilizing appropriate acceleration and scale-up efforts at country-level; Fosters effective and participative Country Coordinating Mechanisms ensuring appropriate governance of programs
Policy & Strategy:
Contributes to the development of the organization’s strategy and policy, the development of operational policies, procedures and tools
Support and Supervision:
Provides support to country team initiatives and events including the preparation of budget and work-plans; and supervises assigned staff.
