Job Description
As part of the EC FWC Lot 7 the following assignment requests expert input: South East Asia: Project Cycle Management & Proposal Writing Training for NSAs & LAs in Cambodia, Laos, Myanmar and Thailand.
The global objective of this assignment is to build the capacity of local NSAs and LAs in the concerned country in proposal writing and having a better understanding of EU procedures for grant application.
The specific objectives of the assignment are the following:
To provide specific training on Project Cycle Management (PCM) and proposal writing to interested local NSAs and LAs in concerned country.
EXPERTS PROFILES REQUESTED
EXPERT 1 (Senior Expert/Team Leader: 73 WORKING DAYS)
S/he shall:
Be a senior on training on PCM and proposal writing expert with a relevelant Masters Degree or equivalent, with at least 10 years relevant experience of design, implementation, monitoring and evaluation of development projects/programme, including experience in designing and conducting capacity building training for civil society.
Has considerable experience, minimum 5 years of designing and delivering PCM/proposal training for civil society, community based organisationsm governmental and national non-governmental organisations.
Has proven excellent skills and ability in presentation, communication and facilitation of training applying participatory-based approach.
Be familiar with the EC Project Cycle Management guidelines and EC standard grant application form.
Has an excellent working command of English (spoken and written) and presentation skills are required.
The Team Leader will have overall responsibility:
+ To manage the mission team to carry out the Terms of Reference
+ To manage the mission’s logistics, admin and finance
+ To ensure timeliness and quality of results to be delivered by the mission team members
+ To ensure timeliness, quality, consistency and appropriate content of reports and documents.

EXPERT 2 - 5 (Junior expert: 21, 17, 15, 12 WORKING DAYS depending on location of assignment, respectively: Cambodia,Thailand, Myanmar, Lao PDR )
S/he shall:
Has higher education degree
Has at least 3 years of substantial experiences in designing and conducting capacity building training, preferable on the PCM and proposal writing in concerned country.
Has excellent knowledge in concerned local language (Khmer, Thai, Myanmar of Lao language, depending on location of assignment) to be able to co-facilitate the training and translate training materials from English into local language and from local language into English.
Be able to assist the Team Leader in logistic arrangements (e.g. identification of venue).
Has an excellent working command of English and concerned local language (spoken and written) and presentation skills are required.
Has a good communication ander interpersonal skills.
Work under the authority of the Team Leader.
