Revenue for Growth Activity
The objective of the U.S. Agency for International Development (USAID) Revenue for Growth Activity (R4G) is to support the Government of the Republic of Zambia (GRZ) in its efforts to improve domestic resource mobilization (DRM), which can help to expand Zambia’s fiscal space for public spending and investments in service delivery and poverty reduction. R4G is engaging both government and non-government stakeholders in building capacity in tax policy analysis, improving tax compliance and administration, and strengthening tax culture in a manner that facilitates private sector growth and promotes effective relationships between taxpayers and the GRZ. R4G is organized around four Objectives: 1) Improve Tax and Non-Tax Administration and Compliance; 2) Strengthen Tax Policy; 3) Enhance Public-Private Dialogue; and 4) Enhance Capacity to Address Emerging Fiscal Policy and Management Issues.
Zambia Gaming and Betting Industry
Zambia’s Gaming and Betting industry has experienced significant growth in recent years through a diversity of industry players and various gaming and betting activities, from online and physical casinos to sports betting, lotteries, scratch games, etc. In view of the growth and increasing complexity of this industry, the GRZ seeks to examine the taxation of the existing gaming and betting industry in Zambia to determine its revenue potential and identify possible alternative means to tax and regulate the gaming and betting industry based on international practices. R4G will support the GRZ in this effort by engaging a short-term Gaming and Betting Tax Advisor to conduct a study of Zambia’s gaming and betting tax regime, which is to include an estimate of current and future revenue potential from the gaming and betting industry and offer recommendations on possible changes to the tax regime based on international best practices. The tasks to be performed by the Gaming and Betting Tax Advisor are outlined below. The Gaming and Betting Tax Advisor will report to R4G’s Chief of Party.
Gaming and Betting Tax Advisor Tasks
The Gaming and Betting Tax Advisor will perform the following tasks. The results of the tasks will be documented in a report to be submitted to R4G within 20 working days after the commencement of this activity.
1. Assess the revenue potential of the gaming and betting industry in Zambia under the existing tax regime based on current collections in Zambia and comparisons to revenues collected in other countries (including but not limited to countries in southern Africa) that have similar gaming and betting industries.
2. Examine and describe international practices with respect to gaming and betting tax systems and revenue generated from the tax systems.
3. Based on international practices, identify and describe possible options to enhance the gaming and betting tax system in Zambia for various types of gaming and betting activities. The options should indicate whether a “one-size fits all” approach (i.e. taxing all gaming and betting activities in the same manner) should be instituted, or whether different activities should be taxed differently (“segregated” approach).
4. Describe the steps that would need to be taken by the GRZ to implement the options described under task 3.
5. If requested, present the findings of the report to the GRZ, USAID, R4G and/or other stakeholders.
Qualifications
The Gaming and Betting Tax Advisor is expected to possess the following qualifications:
· Bachelor’s Degree (Master’s preferred) in accounting, economics, fiscal policy, statistics, or related field;
· Experience developing models to estimate the revenue potential of gaming and betting activities;
· Experience advising government and international organizations on gaming and betting tax regimes;
· Experience designing gaming and betting tax regimes preferred;
· Sound knowledge of Zambia’s tax system (knowledge of Zambia’s gaming and betting tax regime preferred);
· Strong research and analytical skills; and
· Excellent written and verbal communication skills.
