About the Opportunity

The GEDSI & Safeguarding Lead is a senior leadership position that will be responsible for providing overarching management and operational support to advance gender equality and social inclusion and promoting the empowerment of women in Papua New Guinea. This is an excellent opportunity to apply your technical expertise to employ a gender-responsive and socially inclusive approach in all aspects of their role, to include:

  • Demonstrating a visible and systematic commitment to achieving gender equality at Abt and for achieving against agreed gender equality performance objectives
  • Develop processes to facilitate good practice regarding gender equality and disability inclusiveness and include these as part of the Gender, Disability and Social Inclusion (GEDSI) Strategy
  • Support disability inclusion within program implementation
  • Ensure DFAT safeguarding requirements are adhered to and managed effectively
  • Collaborate with Abt Australia’s GEDSI Adviser for program technical support

Key responsibilities:

Gender Equality & Social Inclusion:

  • Develop and implement the GEDSI Strategy, ensuring alignment with relevant Government of Papua New Guinea and Department of Foreign Affairs and Trade (DFAT) policy documents
  • Manage the GEDSI and Safeguarding team to operationalise the overarching GEDSI Strategy.
  • Work with the MERL team to

- Identify outcomes, indicators and measures of progress/evaluation for the MERL Framework and Performance Assessment Framework.

- Ensure appropriate collection and management of GEDSI data including sex, disability and age disaggregated data to inform MERL and annual planning processes.

- Ensure GEDSI is integrated into adaptive management tools and approaches, including ensuring GEDSI representation at structured review and reflection points (Strategy Testing) for all program areas.

  • Lead GEDSI integration (principles, minimum standards, deliverables) into program activities and functional units including human resources, grants, operations and others.
  • Develop systems for senior management accountability for GEDSI programming and results.
  • Work closely with senior staff across program to support effective delivery of GEDSI focussed activities.
  • Encourage employment of, and mentoring and professional development of female staff to develop leadership skills and role models for women’s empowerment.
  • Build and foster productive relationships with external stakeholders, partners and grantees.
  • Deliver high quality briefs and progress reports for a range of audiences as required.

Safeguarding and Risk Management:

  • Develop and implement the Preventing Sexual Exploitation, Abuse and Harassment (PSEAH) Implementation Plan detailing how it proposed to implement DFAT’s PSEAH Policy.
  • Develop a Child Protection Assessment and Management Plan to assess child protection risks and plan to minimise the risks and prevention measures including in downstream activities with sub-contracts, in accordance with DFAT’s PSEAH Policy.
  • Develop systems for senior management accountability for Safeguards.
  • Ensure compliance of DFAT Safeguard protocols and requirements including timely reporting and effective risk management.
  • Track, mitigate, manage and report on operational, program and reputational risks

About You

We are seeking a GEDSI and Safeguarding Lead who brings the following experience:

  • Substantial experience in developing GEDSI policy and programming in the international development sector, with experience from policy through to program design, implementation and/ or evaluation and review
  • Comprehensive understanding and practical experience in developing and responding to Safeguarding and risk management frameworks relevant to the aid sector
  • Experience with gender analysis and knowledge of gender and disability issues within the Papua New Guinea context
  • Demonstrated relationship management skills with program partners, key donors, GEDSI delivery partners and government representatives
  • Proven leadership and staff management capabilities within a small team
  • Personal and professional commitment to upholding and promoting the principles of GEDSI in all aspects of aid policy and programming
