UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The outbreak of the coronavirus disease 2019 (COVID-19) was first reported from Wuhan, China on December 31, 2019, and has since spread to 182 countries globally. As of March 20, 2020, there were 244,602 confirmed cases globally, with 112,234 confirmed cases (46%) in the Asia-Pacific region. [1] While countries across the region are in different stages of preparedness, containment, mitigation, and response to the disease itself, the socioeconomic impacts are already deeply felt: the International Labor Organization (ILO) predicts that, due to COVID-19, globally unemployment could rise by almost 25 million, with these estimates disproportionately affecting women and migrants. [2]
While women and girls face differentiated impacts from crises, they are also already on the forefronts of the preparedness and response efforts and offer capacities, strengths and leadership that are crucial to effective response. Women are already playing an indispensable role in the fight again the outbreak, as health care workers, including as scientists and researchers, as social mobilizers, as community peacebuilders and connectors, and, as caregivers.

Duties and Responsibilities

UN Women seeks the services of a Gender Equality Expert who will provide technical advisory support to UN Women Country Offices and partners in the region who are conducting socio-economic impact assessments of the COVID-19 outbreak. In close coordination with the Regional Humanitarian Advisor and Country Office colleagues, the Gender Equality Expert will work to both mainstream gender in planned assessments as well as develop methodology for the development of dedicated gender and social inclusion chapters. The specific activities that they will need to perform include but are not limited to:

  • Provide technical inputs to the development of Terms of Reference for planned impact assessments;
  • Support in design of surveys/interviews for primary data collection (obtaining information on impacts and recovery priorities directly from the affected population);
  • Provide remote webinars/trainings to survey teams to ensure gender is integrated;
  • Provide technical advisory support to ensure the full participation of the communities in all discussions to identify and articulate their needs and priorities through participatory process;
  • Review the field data collected in different categories and provide comprehensive analysis of the situation with a focus on gender and social groups;
  • Provide inputs into written reports from impact assessments and develop recommendations for different types of interventions, accommodating urgent needs for affected women in the short, medium and long-term;
  • Support the UN Women focal point in coordinating the development of the assessment and report.

In consultation with and under the guidance of the Regional Humanitarian Advisor and respective UN Women offices, the Gender Equality Expert will produce on a retainer basis:

  • Technical inputs into study ToRs and methodology;
  • Gender-responsive socioeconomic impact assessments and findings, recommendations;
  • Report on technical advisory and capacity strengthening services provided during the development of the assessment.

  • Planning& Organizing: Develops clear goals that are consistent with agreed work deliverables for the assignment; identifies priority activities and allocates appropriate amount of time and resources for completing work; uses time efficiently.
  • Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules.

Required Skills and Experience

  • Education: Advanced university degree (Master’s degree or equivalent) in development studies, public health, economics, sociology, or other related felds. A first level university degree in combination with additional 2 years of relevant experience may be accepted in lieu of the advanced university degree.
  • Experience: A minimum of seven years of progressive experience in conducting gender equality analysis/assessments and/or post disaster needs assessment.
  • Proven experience in gender equality projects/ programme design, implementation and monitoring with the UN or other international agencies is desirable.
  • Working experience in Asia and the Pacific is strongly desired.
  • Language: Fluency in written and spoken English is required, knowledge of languages in the Asia-Pacific region an asset.
