Job Description

Dans ces domaines, Expertise France assure des missions d’ingénierie et de mise en œuvre de projets de renforcement des capacités, mobilise de l’expertise technique et joue un rôle d’ensemblier de projets faisant intervenir de l’expertise publique et des savoir-faire privés.



The objective of the consultancy is to support Expertise France in the analysis and consideration of gender issues, carrying out a gender diagnosis. The Consultant will also provide recommendations for the integration of gender into the project in the form of a specific gender action plan, enabling the transversal integration of these issues into the project, with a view to sustainable social transformation.

The gender diagnosis will focus on the level of gender mainstreaming in the regional policies linked to GCE. For each country, are there dedicated structures, existing regulations, data, etc.? The Consultant shall also analyse how gender is addressed in the Green Deal and related documents. This diagnosis will be accompanied by recommendations for a better integration of these subjects in the project’s interventions.

Based on this diagnosis, the Consultancy will ensure that gender issues are mainstreamed in the Project Document (Document of Action - DoA), allowing for a cross-cutting integration of these issues in the design of the project, in a perspective of sustainable social transformation.

These recommendations may involve new activities in the work plan, with relevant indicators, targets, means of verification, and potential partners for implementation.

The consultant will also help determine how to define and measure success in the areas of project implementation.

 

In close collaboration with the Project manager based in Amman, the Consultant will be in charge of:

1.     Analyse the policy and regulatory framework linked to GCE in the region from a gender perspective:

·       Countries’ international commitments on gender and gender equality;

·       National policy and regulatory framework on gender and gender equality. 

2.     Analyse the gender commitment and capacities governments 

Analysis of the governments’ capacity to integrate gender issues internally and in their activities (internal commitments, resources, current or past projects and partnerships, etc.).

This analyse will include:

-      Internal commitments to gender equality: gender policy or strategy documents, professional equality approach for staff, etc.;

-      Existing and available in-house expertise on gender and gender equality: dedicated staff where appropriate, training already received on the subject, existence of networks of gender focal points in ministries, etc.

The expert can also could look into the Gender-Green Tracker, currently being developed by UNDP and whose objective is to provide governments and decision-makers with a concrete overview of whether and to what extent the measures are gender- and environment-sensitive, and will showcase what works through examples of countries that are already pursuing an inclusive, gender-sensitive and green recovery.

3.     Analyse the gender mainstreaming in the EU main documents linked to GCE (ex: Green Deal, etc.)

The aim is to draw parallels to see to what extent countries can take inspiration from European best practice to improve their regulatory frameworks without neglecting gender issues.

4.     Develop a Gender Action Plan (GAP) to ensure an integration of gender approach in the project.

Based on the previous diagnostic, the Consultant will develop a GAP which aim will be to ensure that gender is mainstreamed into all aspects of the project.

In particular, the GAP should include:

-      presentation of the chosen approach, i.e. why a particular component has been prioritised and what we hope to learn and change by developing the proposed activities;

-      mapping of the actors concerned by the gender approach in the context of the project;

-      a presentation of the specific activities (described in a precise and operational manner) planned, component by component, the expected results and indicators (defined according to the sources of verification available and the country commitments);

-      details of the players responsible for implementing the various activities;

-      the budget earmarked for each action, the timetable and the planned communication activities.

The Consultant will also ensure that team building, budgeting, activities and communication are in line with the project’s objectives in terms of reducing inequalities between women and men.

Based on the GAP, the Consultant will participate in the reviewing process of the Document of Action (DoA) of the project, through critical proofreading and a set of proposals to ensure an integration of gender approach in the interventions.

In collaboration with the M&E expert who will develop the baseline, the Consultant will (i) ensure the baseline situation includes gender-specific data, (ii) analyse the barriers and constraints to the participation of men and women in the project and (iii) analyse the project’s gender risks and opportunities.

A set of gender-environment indicators will also be developed by the Consultant to support analysis on the gender-differentiated impacts of environmental policy measures, and could be used to develop gender-responsive policies.

The European Union (DG NEAR) is going to finance the “Green and Circular Economy in the Southern Neighbourhood” programme to support the strengthening and promotion of the GCE as a vector for job creation and expansion of economic opportunities; while contributing to achieving the external dimension of the Green Deal in the Mediterranean and promoting European green standards. This action will focus on 3 levels of intervention: macro (policy framework), meso (institutions) and micro (enterprise) levels.

The regional layer will serve as catalyzer to mainstream ideas, stimulate peer competition, sharing EU expertise, and standardized messages and seize the “building back better” momentum.

Expertise France has been entrusted with the implementation of Component 1, named “MedInGreen” - Towards Green Economies in the Southern Neighbourhood. This 48-month project, with a total budget of 4 M€, will aim to promote, develop and strengthen sound policies and enforceable legislation for the promotion of inclusive GCE through advocacy and peer exchange and increase the level of collaboration between stakeholders.

Public policies are the foundation to the development of a cleaner and greener economy. In this context, MedInGreen will address the need to mainstream inclusive GCE’s objectives at a policy level. The project will also promote a policy convergence on GCE with EU policy framework and within the region.

The Specific objectives (Outcomes) of the project are:

  •        Outcome 1: Public authorities in the region share a common vision of inclusive GCE inspired by EU best practices.
  • Outcome 2:  Inclusive GCE principles, inspired by EU policies best practices, are mainstreamed in national policy and regulatory frameworks of the countries of the Southern neighborhood.


Experience:

-        At least 7 years of experience in one of the following fields: green and circular economy, sustainable development and gender; gender equality policies; gender and sustainable development;

-        Proven experience in the implementation of a gender approach (e.g. gender implementation of a gender approach (e.g. gender analysis, methodology for facilitation/consultation activities, training of operational teams) in international cooperation projects or in the public sector (ministries and decentralized state services);

-        Knowledge of European Union procedures would be an asset;

-        Proven expertise in public consultation and participatory approach;

-        Previous experience in the MENA region is a strong asset;

-        Experience in the development and implementation of international cooperation projects: appraisal, project cycle, steering and monitoring/evaluation;

-        Fluency in English is mandatory.

-        Good writing skills: elaboration of diagnoses and methodologies, drafting of documents for structuring and initiating projects, summary notes;

-        Rigor and ability to write in a clear, precise and concise manner;

-        Global, synthetic and concrete vision;

-        Strong autonomy and interpersonal skills;

-        Solution-oriented.

oA resume highlighting the skills and experience in line with the required ones (5 pages max) for each expert;

oA detailed workflow (including number of man-days per activity).
