Job Description

TASS will develop a gender and inclusion plan by April 2017 to ensure that the work of TASS enhances women’s voices in leadership and decision making and advances outcomes for girls and women as actors and participants in education. TASS will also ensure that the needs of boys are also supported.

TASS will take a twin track approach to gender: it will support activities specifically designed to tackle gender inequalities, while advocating for and incorporating gender issues into each TA activity.
* The Specialist will not be responsible for developing the gender and inclusion plan, however, s/he will be expected to provide advice to the TASS team in its development and implementation.
* The specialist position described in this Terms of Reference will support both the TASS program and DFAT. It is not intended that the Specialist will provide advisory services directly to the Government of Indonesia under this contract.
TASS is seeking applications from Gender Specialists to support TASS to implement its gender and inclusion plan, and support DFAT to guide, monitor and oversight implementation of the DFAT Gender Equality and Women’s Empowerment Strategy and theIndonesia Education Gender Action Plan. The Specialist will be engaged on a draw-down basis for up to 55 days over 33 months (starting on 1 April 2017). S/he will work on an as-tasked basis to:
* Provide advice and guidance to TASS in developing and implementing its gender and inclusion plan;
* Provide advice and guidance to DFAT in implementing the Gender Equality and Women’s Empowerment Strategy and the Indonesia Education Gender Action Plan across its education programs in Indonesia, including identifying opportunities and activities to improve DFAT education programs’ responsiveness to gender issues to enhance outcomes for women and girls, men and boys;
* Support DFAT to oversight its education programs in relation to the twin track approach;
* Provide technical advice and expertise on gender-related issues in relation to Indonesian education policies and programs, including opportunities and constraints presented by the local policy and political context to advancing gender issues in education;
* Support the design of specific gender-related activities as and advise on effective incorporation of gender issues in the design, implementation, and evaluation of TASS pilot activities;
* Support TASS and DFAT to develop linkages and/or partnerships with civil society organisations concerned with gender in the education sector, including partners, coalitions or businesses that TASS may consider partnering with or involve in delivery of tasking notes;
* Support TASS and DFAT’s Education team to coordinate and learn from other DFAT programs addressing gender and/or education issues (i.e. MAMPU, KOMPAK);
* Coordinate with TASS’ Disability Specialist to advise and support TASS and DFAT in relation to the intersection of gender and disability and how programs should best respond to these issues;
* Provide advice to DFAT and its programs in relation to reporting against Performance Assessment Frameworks for the Indonesia ESIP and the overarching Indonesia Aid Investment Plan, as well as annual Aid Quality Check reporting;
* Coordinate with the TASS Monitoring and Evaluation Specialist, as well as DFAT’s Monitoring and Evaluation advisory support services and individual programs, to support inclusion of gender issues, targets and impacts within TASS and other programs’ Monitoring and Evaluation frameworks.

* Post-graduate qualifications relevant to the terms of reference; additional training in social inclusion would be an advantage.
* A sound understanding of the political, economic, social and cultural issues in relation to implementing gender policies, good practice and standards in a development environment.
* A sound knowledge of disability issues in Indonesia at multiple levels of education, ideally across both public and Islamic school environments.
* 5-10 years’ experience in a donor environment. Knowledge of relevant Australian Government policies and the Australian aid program in Indonesia would be an advantage.
