Job Title: USAID Food for Peace DFSA Gender, Youth, and Social Dynamics Lead

Note: This position is contingent upon grant and candidate approvals by the donor.

Background
CRS will be submitting a proposal in response to the 2019 USAID Food for Peace (FFP) Development Food Security Activities (DFSA) Request for Applications (RFA). CRS Kenya will serve as the prime on the application and will develop the proposal in consortium with other international non-governmental organizations, local implementing partners and international/national research institutions. The overarching goal of this multi-sectoral activity is to sustainably reduce levels of acute malnutrition in Kenya’s arid and semi-arid lands (ASALs), focusing on Isiolo, Marsabit, Samburu and Turkana counties. The estimated timeframe for this program is October 1, 2019 – September 30, 2024.

The activity will be implemented in two phases:
* Phase I (1.5-2 years) Research, test approaches and collaboratively design a context-sensitive, multi-sectoral activity that sustainably reduces acute malnutrition.
* Phase II (3- 3.5 years): Activity Implementation and System and Institutional Strengthening.

Job Summary
The Gender, Youth, and Social Dynamics (GYSD) Lead will ensure the social dimensions of malnutrition, food security, and community resilience are effectively addressed across all activity components, at all levels, throughout the entire award period. S/he will work across CRS and consortium staff to build the capacity of all project staff in gender and youth sensitive programming. S/he will contribute to the Country Program’s (CP) efforts toward quality design and implementation of gender and youth initiatives to promote right relationships among targeted families and communities. The GYSD Lead will coordinate assessments required for learning and adaptive management to address the changing and unique needs of men, women, boys and girls. S/he will also lead capacity building efforts of county governments to ensure contextually appropriate social dynamics are incorporated into county policy and practice.

Qualifications
* Master’s degree in a relevant academic area – e.g., a social science discipline.
* Minimum of five years of experience at the community level is required.
* Minimum of five years of progressive management and technical responsibility, including supervising and mentoring multi-sectorial teams, for humanitarian and development assistance, preferably with an international NGO; preferred experience in youth workforce development, youth entrepreneurship, or youth peacebuilding; USAID experience preferred.
* Must have experience in leading the Gender Strategy of a large project.
* Experience working with large donors, USAID/FFP preferred.
* In-depth understanding of gender, age and other locally significant socio-cultural factors in food security context, and demonstrated capacity to lead the collection, analysis and utilization of information from a broad range of sources in order to ensure effective integration of gender and youth concerns throughout the project’s duration.
* Experience leading participatory analytical processes and learning required.
* Knowledge of the Principles of Positive Youth Development and ability to assist CP staff and partners to understand, articulate and apply these principles in their work with youth.
* Prior experience working with MEAL development and integration in programming to capture gender and youth project-specific information to monitor change and outcomes, with experience in quantitative and qualitative data analysis highly desirable.
* Experience with facilitation, capacity strengthening and partnership building through formal and informal training, with the capacity to empower staff through opportunities for professional growth and development.
* Cultural sensitivity, patience, flexibility and ability to work well in a multi-sectoral and multi-cultural team and to work closely, understand and support local Church partners.
* Excellent written and oral communication skills in English required.
* Ability to travel for field missions for 30-50% level of effort as needed.
