WWC Global is seeking a Geographic Information Officer to support USAID’s Office of Transition Initiatives (OTI). USAID/OTI is a fast-paced, dynamic organization that supports U.S. foreign policy objectives by helping local partners advance peace and democracy by providing fast, flexible, short-term assistance targeted at key political transition and stabilization needs.
The Creative Digital Team (CDT) enables effective programs by facilitating and supporting activity and program-level analysis, learning and adaptation. A pool of advisors and specialists, CDT members provide ongoing and discrete support in three key areas: data life cycle management (collection, use, analysis, and visualization) and geospatial data mapping; graphic and visual information design; and media and technology. With OTI Field Programs, CDT conceptualizes, designs, and implements demand-driven solutions in support of programs’ ongoing program performance management and adaptation.
The Geographic Information Officer is responsible for advancing the Data Analysis Team’s (DAT) work by providing vision, organizing tasks, and identifying opportunities for engaging internal and external stakeholders in OTI, USAID, and the broader data for development community. The incumbent should be adaptable to a variety of geospatial technologies and tools for data analysis and visualization, experience in geospatial solution design, and an enthusiastic advocate for innovative approaches to data analysis. The Geographic Information Officer works at headquarters in Washington D.C. and in the field on travel assignments to support USAID/OTI’s mission.
Specific responsibilities include but are not limited to:
- Provide geospatial services and data analysis to USAID/OTI in support of program management, analysis, planning, and advocacy as a member of the DAT.
- Communicate the geographic operating picture of USAID’s political transition/crisis programming work primarily in assigned countries through the acquisition, production, and provision of geospatial data, cartography, and development of other visualization products.
- Collaborate closely with USAID client, implementing partner field staff, and with peers in U.S Government agencies, the humanitarian community, academic, and private sectors.
Country Lead/Support
- Support OTI country programs through context monitoring and collaboration/information sharing with OTI and USG counterparts
- Provide products and technical solutions for specific country teams. Advise and troubleshoot technical solutions to meet ongoing and discrete challenges across program-level analysis, learning, and adaptation.
Technical Facilitation
- Provide support and participate in technical solutions, including project management facilitation. Engage individuals and office groups on how to successfully use visualizations to more effectively communicate information.
- Expand in office capacity for visual and multimedia products by seeking out new software, strategies, and techniques in close partnership with the Media team.
- Implementation of data visuals, and use of graphics in outreach and advocacy in close partnership with the Graphic Design team.
- Provide support in the design, development, and implementation of data systems in close collaboration with the country program and monitoring and evaluation teams.
Other Relevant Skills
- Excellent organizational skills with the ability to work on several projects simultaneously and manage workload independently.
- Ability to work in high pressure situations occasionally exceeding normal business hours with the potential for domestic and overseas travel.
- Must have strong verbal and written communication skills as well as the ability to work independently or in a team environment.
- Ability to communicate complex technical ideas, methodologies, and products to non-technical audiences.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.

Requirements
Basic Qualifications
- B.A./B.S. Degree in Geography, Information Technology, GIS or similar discipline.
- Must have the ability to obtain and maintain a Secret Clearance. (Eligible to pass Federal security clearance process. Please visit the link for FAQs: https://www.dcsa.mil/mc/pv/mbi/gicp/)
- 4-6 years providing GIS support to USAID or other federal agencies or related organizations.
- 2+ years direct experience with cartography, mapping of international areas highly preferred .
- Experience in Geographic Information Systems (GIS), both proprietary and open source cartographic design, image processing, graphic editing, databases, and standard office applications.
- Experience working with graphic design software including the Adobe Design Suite (Illustrator, Photoshop).
- Experience in project management, multi-stakeholder collaboration, and managing diverging needs and deadlines from the client.
- Demonstrated proficiency in using all Microsoft Office applications.
- Outstanding communication skills, influencing abilities, and client focus.
- EO 14042, the vaccine mandate for federal contractors, is enjoined and not currently being enforced. Should enforcement resume, applicants must understand and agree to comply with the order and related guidance.

Preferred Qualifications
- Current, active Secret clearance.
- Experience performing critical peer review of cartographic and data analysis projects.
- Foreign language skills.
- Experience working in or supporting country programs in political transition/crisis programming.
- Knowledge of GIS and data analysis in the international development context.
- Experience creating web maps using web-mapping APIs such as MapBox, Carto, and Arc Online
- Experience with open source web-mapping tools
- Experience with business intelligence and visualization tools (e.g., Tableau, PowerBI).
- Familiarity testing, training, and advising on technology platforms and applications (Ex. data collection/survey tools, communication platforms, visualization and analysis engines).
