Job Description:

ICF has an opening for a Monitoring and Evaluation (M&E) Specialist to support the USAID-funded Infectious Disease Detection and Surveillance (IDDS) project. IDDS is a five-year United States Agency for International Development-funded project with the following overall objectives: (1) improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2) improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases, and; (3) generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems. The M&E Specialist will focus on monitoring and evaluating the project’s progress in strengthening national capacity to operate laboratory diagnostic networks and surveillance systems to detect infectious diseases of global health security importance. She/he will work with other M&E and technical staff to develop and implement monitoring systems for the project’s global and country level activities. Tasks will include providing technical and management support to monitoring, evaluation, and operations research activities. The full-time position is based in Rockville, MD (in the Washington, DC metro area), and will report to the IDDS Lead for Monitoring, Evaluation, and Learning.

Key Responsibilities:

Working closely with the Lead for Monitoring, Evaluation, and Learning; project management and technical advisors; and in country staff, the M&E Specialist will:

  • Contribute to the development and implementation of performance monitoring and evaluation tools such as theories of change, logical frameworks, indicators and corresponding indicator reference sheets, reporting templates and systems, and analysis plans;
  • Train project staff (in the U.S. and in project countries) on project M&E processes;
  • Contribute to the reporting on progress of global and country-based activities through the production of monthly, quarterly, semi-annual and annual performance reports;
  • Participate in quantitative and qualitative data collection and analysis and help facilitate use of data by IDDS team and project beneficiaries;
  • Support the development of work plans and quarterly and annual performance reports; and
  • Participate in report writing, including working with publications to finalize and publish research and other program documents

Basic Qualifications:

  • MPH or Masters in international health, infectious disease, M&E or related field
  • At least five years of experience working on international health M&E issues
  • Experience working on short- or long-term assignments overseas in a developing-country setting
  • Familiarity with disease surveillance, laboratory system strengthening, antimicrobial resistance, One Health, tuberculosis and other public health issues.
  • Proficiency in one of the statistic packages (STATA, SAS, SPSS, EpiInfo)
  • Ability to travel domestically or internationally as necessary (approximately 25% time)

Desired Skills:

  • Foreign language skills are highly desirable (esp. French, Spanish, Portuguese)
  • Proficiency in one of the qualitative software packages (Atlas Ti, Dedoose, MAXQDA, Nvivo)
  • M&E experience with USAID projects

Professional Skills:

  • Strong analytical, problem-solving and decision making capabilities based on use of data
  • Excellent English verbal and written communication skills
  • Demonstrated ability to work effectively in cross-cultural situations and developing country environments
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
