Job Description

GH-TAMS seeks senior-level public health professionals with a background in infectious disease prevention, detection and response for anticipated short-term GHSA assignments at USAID missions to advise and lead the Ageny’s in-country inter-agency initiatives in support of the Global Health Security Agenda. Locations and assignment duration will vary, as will responsibilities, depending on the needs of the USAID Mission. Experience working with GHSA or infectious disease interventions is required for successful applicants.

Role and Responsibilities

Advisors will fill a critical role for USAID to meet the expectations of the White House and Congress for rapid, effective, and coordinated implementation of GHSA Action Packages. This role will require effective intera-gency coordination. The Advisor will work closely with other USG partners, particularly USDA, CDC and DOD offices working at the national level, which also provide support for GHSA implementation.

Providing technical expertise to the Mission to manage, coordinate, and monitor activities associated with the USAID/GHSD portfolio as it relates to human and animal health and the environment. The Advisor will liaise with the Agency’s GHSA Unit and any applicable regional and/or country GHSA Advisors. S/he will ensure that the Mission’s planning, response, and reporting on GHSA are carried out in accordance with Agency, State Department, and Congressional directives.

Overseeing multi-sectoral, complex portfolios, providing leadership and technical support to the full range of GHSA investments including COVID-19 and Ebola Virus Disease (EVD) – among other priority zoonotic diseases – preparedness, prevention, detection, and response to infectious disease outbreaks. The Advisor will serve as a high-level technical advisor to the bilateral USAID Missions’

Working closely with Washington-based AORs to ensure coordination across all assets within the GHSA portfolio and to ensure that program activities are well coordinated with the national government. The Advisor will also liaise with the AORs and CORs of applicable bilateral projects to ensure coordination of GHSA activities and mandated reporting.

Qualifications

Advanced degree in public health, epidemiology, medicine, veterinary medicine, biology, social or behavioral science or similar field. Doctorate degree in appropriate field a plus.

At least eight years in public health with at least three years working in infectious disease program implementation in developing country settings.

Experience working with GHSA interventions and technical areas is required (zoonotic disease prevention, immunizations, national lab systems, antimicrobial resistance, surveillance program strengthening, emergency operations response, personnel / staffing development, etc).

USAID experience strongly preferred.

Excellent written and spoken English with French language capabilities required for some countries

(IBTCI), is the prime contractor implementing the $125 million USAID-funded Global Health Technical Assistance and Mission Support Project (GH-TAMS) activity. Along with its subcontractor, Dexis Consulting Group (Dexis), IBTCI provides the Bureau for Global Health (GH) and USAID field missions with high quality technical expertise to achieve the Agency's foreign assistance global health mission (October 2019-October 2024). GH-TAMS technical assistance supports over 65 Missions and 19 GH Offices and other Bureaus covering a broad range of technical areas and cross-cutting issues such as HIV/AIDS, family planning, MNCH, infectious disease, TB, health finance, reproductive health, organizational development, OVC, project design, facilitation, M&E and strategic planning.

Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
