Job Description

PURPOSE

The role of the Global Health Specialist is to support the Strategy and Impact Team (S&I) in defining the investment blueprint for the WHO Foundation. The S&I Global Health Specialist will play a crucial part in shaping evidence-based decision making; support the development of metrics to measure impact across the WHOF portfolio; program development, implementation and evaluation; and assist with the management of grants around the various thematic areas. The Global Health Specialist will support the S&I Team in analyzing and synthesizing data to inform programmatic strategies, evaluate impact, and enhance stakeholder engagement. This includes supporting engagement with WHO and external partners, donors and interlocutors; the technical/programmatic development of the opportunities for investment and collaboration; supporting research, writing and analysis in the areas of mental health, digital health, climate and health, health equity, primary healthcare and health emergencies.

REPORTS TO
The Global Health Specialist will report to one but regularly work with all of the three S&I Portfolio Managers, as well as collaborating closely with the entire S&I team as it grows, supporting the development and implementation of the Foundation strategy.

ACCOUNTABILITIES & FUNCTIONAL RESPONSIBILITIES

1. Overall

  • Support the S&I Team to identify and monitor investment opportunities. Overall, the responsibilities of the S&I Global Health Analyst will be broad-ranging and the successful candidate will need to be prepared to adapt and respond quickly and effectively to new demands on their expertise and experience.

2. Support with data quality monitoring, assurance and management

  • Support the design of data collection, quality control, data transfer, data management, and report generation for all grants.

  • Analyze data from various sources, including surveys, reports, and databases, to identify trends, assess impact, and provide insights on global health issues.

  • Develop the analytical frameworks to use secondary data to build compelling prospective and retrospective impact cases, building visualization frameworks for this data.

  • Develop data models, conduct statistical analyses, and utilize appropriate software tools to assess program effectiveness and impact.

  • Support the S&I Portfolio Managers on impact measurement within writing of proposals, communications and other materials, in collaboration with partnerships, philanthropy, impact finance and communications teams across the WHO Foundation.

  • Support the S&I Portfolio Managers on Monitoring & Evaluation (M&E) oversight of the grant management cycle including support in the development of theory of change, logframes and M&E plans.

  • Support the S&I Portfolio Managers with providing timely and accurate responses to technical queries.

3. Support to development of investment portfolio

  • Support the S&I Portfolio Managers in development of the portfolio of investments for the WHO Foundation. This includes analyzing key insights with a data driven approach across six thematic areas, including Climate and Health, Digital Health, Health Equity, Mental Health, Primary Health Care and Health Emergencies.

  • Conduct comprehensive literature reviews and synthesize existing evidence to inform portfolio development and decision making.

  • Stay up-to-date with the latest developments in global health research to support research, writing and analysis of key trends in global health including new opportunities for engagement.

  • Support the development of pitch decks, concept notes, talking points, and briefing reports, as needed across the team.

4. Support to proposal development, grant making and project management

  • Support proposal development and reporting by providing data, and technical inputs for specific opportunities.

  • Support to the entire S&I team on all aspects of the grant management cycle, e.g., operational, technical and financial support including identification of partners and projects, disbursement of funds, M&E, etc.) to ensure compliance with funding agreements, evaluating progress, and providing technical support when necessary.

5. Support the implementation of impact measurement for the WHO Foundation

  • Support the S&I Portfolio Managers to implement the impact measurement needs of the WHO Foundation with a particular focus on data analytics, vis a vis its role of supporting and working directly both with WHO and other actors across the global health ecosystem.

  • Following this exercise, support the development of the impact measurement framework(s) for the WHO Foundation, including support in the development of all tools and processes, to ensure the WHO Foundation can monitor the impact of its investments and communicate both internally and externally in this area.

  • Support the S&I Portfolio Managers in the training and communication of the impact measurement across the S&I Team and across the WHO Foundation.

  • Support the coordination across the WHO Foundation teams, WHO and partners on the design of data collection, quality control, data transfer, data management, and report generation for all grants.

Job requirements

PROFILE

ESSENTIAL:

  • Advanced university degree (Master’s degree or equivalent) in public health, international development, humanitarian action or related field.

  • Strong skills in quantitative data analytics, particularly using secondary data for building impact analysis and investment cases. Experience using, managing and cleaning data sets and systems, and using statistical software programmes and other software to analyze data and visualize data.

  • Expertise in preparing high quality slide deck: excellent graphic design skills in PowerPoint, and use of Canva or other platforms an asset.

  • Strong analytical and technical writing skills.

  • Good knowledge of the global health/public health ecosystem, WHO and global health partners,, and sound knowledge of emerging global health issues and debates.

  • Comfort with and/or experience of operating in a lean and fast-paced start-up environment.

  • Fluency in English

DESIRABLE:

  • Previous experience in a consultancy firm.

  • Previous working experience in a country from the Global South, an advantage.

  • A minimum of 2 years of experience working in the health sector (NGOs, private sector, consultancy firms, UN Agencies, etc.)

  • Experience in supporting innovative and high impact global health programming. Experience in a combination of Climate and Health, Digital Health, Health Equity, Mental Health, Primary Health Care and Health Emergencies an asset.

  • Previous exposure to the M&E and impact metrics field, to monitor and quantify impact for global health stakeholders as an asset.

  • Strong aptitude to work with autonomy and entrepreneurship, both individually and as part of a complex team effort.

  • Strong interpersonal and communications skills and capacity to build relationships with people from different cultural backgrounds and cultural sensitivity.

  • Fluency in French and, other languages

  • Comfort with and/or experience of operating in a lean, fast-paced, scale-up environment.
