Summary:

Counterpart International is currently seeking a ­­­Global Recruiter to ­build internal and external relationships, participate in strategic business development decisions, and manage the unique challenges and opportunities working within an international context. This is a full time position based in Arlington, VA. This position will report to the Senior Director, Human Resources.


Duties and Responsibilities:

  • Serve as a partner to leadership and hiring managers to understand hiring needs, and build effective sourcing, assessment, and closing approaches with internal and external candidates.
  • Conducts full life-cycle recruitment for regular and proposal openings with locations in resource constrained countries, as well as US based openings. Full life-cycle includes staffing requisition coordination, recruitment strategy development, sourcing, oversight of interview scheduling, coordination of interview assessments, oversight of reference checking, coordination for offer recommendation, coordination for delivery of job offer.
  • Provide creative ideas and innovative recruiting techniques to source qualified professionals. (i.e., social media, employee referrals, internal/external networks). Understand how to apply effective recruiting practices to both passive and active candidates to expand pipeline; profile candidates based on skills, fit and motivation to support retention objectives.
  • Lead recruitment discussions with Hiring Managers and interview teams to ensure complete understanding of the job requirements and qualifications needed to fill the role.
  • Ensure timely generation and updates for applicant status reports and recruitment summaries.
  • Ensure appropriate, effective and efficient information flow to stakeholders, hiring managers, colleagues, and team members for regular recruitment and proposal efforts.
  • Work closely with HR team to own candidate experience from initial interview through offer and ensure proper transition with HR colleagues for relocation and orientation stages.
  • Contribute to the selection and transition of an automated recruitment/applicant tracking system, including documentation of business requirements and standard operating procedures.
  • Support and contribute to the capacity building of recruiting teams (HR, Hiring Managers, and proposal development recruitment staff) with an enhanced recruitment system, both for increased life-cycle efficiencies and automation.

REQUIRED SKILLS:

  • Maintain confidentiality for sensitive Human Resources issues or projects and use judgment and decision-making to execute duties and responsibilities.
  • Working knowledge of employment regulations, e.g. labor/employee relations statutes.
  • Knowledge of government regulations, including USAID or other donors.
  • Participate in professional HR activities and events to stay current with HR practices.
  • Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations.
  • Ability to troubleshoot and problem solve with a collaborative approach with a variety of work functions and cultures.
  • Perform detail-oriented work with a high level of accuracy.
  • Ability to screen candidates and collaborate with hiring team to meet hiring and retention goals.
  • Strong written and verbal communication skills.
  • Work independently with initiative to manage high volume and sensitive work flow, may structure work of staff members.
  • Interact with diplomacy and tact and follow-up on requests in timely and efficient manner.
  • Working knowledge of relevant software, including Microsoft Office Suite and Applicant Tracking Systems, LinkedIn Recruiter.


QUALIFICATIONS:

  • BS/BA in Business Administration, Social Science, or related field, and 9 - 11 years relevant experience with at least 5 years’ experience with life-cycle recruitment;
  • Or MS/MA/MBA with 7 - 9 years relevant experience with at least 5 years’ experience with life-cycle recruitment.
  • Supervisory experience a plus.
  • Fluency in Spanish, French or Arabic highly desired.
