Job Description

Reporting to the Director of Strategic Analysis and Global Engagement (SAGE) at RRI, Global Tenure Reforms Learning Manager is responsible for capturing and leveraging lessons learned from global efforts to operationalize and implement the legal recognition of community land and resource rights. Global Tenure Reforms Learning Manager facilitates and accelerates technical / operational learning to secure the tenure rights of Indigenous Peoples, local communities, and indigenous and rural women. Leading RRI’s thematic engagement on Realizing Rights, s/he will document and disseminate lessons learned generated by existing and emerging strategies and instruments, including efforts by the Tenure Facility; facilitate learning across constituencies; and help strengthen the effectiveness of dedicated tools, strategies, and investments.

By developing robust analyses of the factors that enhance or hinder the implementation of collective tenure rights, s/he will provide technical support to the Tenure Facility, and develop guidance—as appropriate—to state authorities, development partners, private sector representatives, land rights defenders, and other identified partners and collaborators—to accelerate the implementation of tenure reforms.

This is a full-time regular position based in Montreal, Canada.

Overarching responsibilities

Reporting to the SAGE Director, Global Tenure Reforms Learning Manager is responsible for leading RRI strategic analysis and global engagement on Realizing Rights:

  • Update and fully develop RRI’s Realizing Rights Program and engage RRI staff, Partners, Collaborators and the Tenure Facility to identify the key objectives and major deliverables that will inform RRI contributions towards Realizing Rights, including strategic analyses and knowledge sharing events and opportunities;
  • Contribute to Tenure Facility (TF) learning, liaising with the TF Executive Director to advise the development of selected projects and interventions;
  • Facilitate learning exchanges between TF project proponents and other key constituencies supporting the realization of collective tenure rights, including international development partners, government representatives, companies and investors, and tenure-focused organisations and initiatives operating at local, national and international levels;
  • Contribute to the realization of the strategic goals and objectives of RRI and the Tenure Facility;
  • Support RRI efforts to deliver targeted and high quality strategic analyses;

Job functions

  • Work with the SAGE Director to develop and implement RRI’s Tenure Learning strategy;
  • Work with key RRI counterparts—including the TF Program Management Team—to capture operational learning from the implementation of tenure reform projects;
  • Monitor, track and document the performance of tenure implementation initiatives and summarize key findings for distinct audiences;
  • Develop a knowledge dissemination strategy targeted to the learning needs of key constituencies, and assist in the development of a knowledge sharing platform to scale-up learning on the implementation of tenure reforms;
  • Share / disseminate lessons learned, organize horizontal exchanges and convenings, or hold dedicated events at national, regional and global scales; and
  • Represent RRI in key national, regional and global events.


  • At least 10 years’ professional experience, including 3 years managing international projects in the field and 2 years working with Indigenous Peoples and local communities in Africa, Asia, or Latin America;
  • Advanced degree in a field related to forestry, natural resource management, social or natural science, public policy, international development, or project management;
  • Professional fluency in English, and French or Spanish is required
  • Demonstrated experience in monitoring and reporting project-level performance in international development—experience responding to the demands of major bi-lateral donors and private foundations preferable;
  • Prior experience working in management in non-profit organizations, or related alliances and networks;
  • Proven operational expertise, linked to the planning, management and delivery of projects in developing country contexts;
  • Proven knowledge management expertise and technical writing skills;
  • Prior experience facilitating knowledge exchanges essential;
  • Demonstrated integrity, strives for excellence, and experience leading initiatives;
  • Ability to think strategically, anticipate future consequences and trends
  • A team player, able to foster positive and supportive work environments
  • A successful track record in setting priorities; keen analytic, organizational and problem-solving skills which support and enable sound decision making
  • Willingness to travel extensively
