Devex Talent Solutions is currently engaged with TechnoServe in their search for a Grants, Contracts and Procurement Manager to be based in Mozambique.
BACKGROUND:
The ZCAP Grant Manager – Agriculture Sector project, funded by the Millennium Challenge Corporation (MCC) and managed by the Gabinete do Desenvolvimento do Compacto-II in Mozambique, aims to enhance agricultural productivity and promote sustainable growth in the Zambezia province. The anticipated project involves the management of a results-based grant and technical assistance facility, which will provide support to agricultural aggregators. Over a 5-year period, the anticipated project will focus on implementing innovative solutions to improve agricultural value chains, strengthen farmer cooperatives, and increase market access. The selected team will be responsible for overseeing grant disbursements, ensuring compliance with MCC’s environmental, social, and fiduciary standards, and delivering technical assistance to maximize the impact of the grants. This project is a key component of the Promotion of Reforms and Investment in Agriculture (PRIA) initiative, designed to drive inclusive economic development in rural Mozambique.
The Grants, Contracts and Procurement Manager will be leading the acquisition of goods and services, and develop all grantee contracts following best procurement practices and guide the program procurement team. They will also develop procedures and guidelines in alignment with TechnoServe’s policies and protocols.
PRIMARY FUNCTIONS AND RESPONSIBILITIES:
- Lead and manage the program procurement team.
- Lead the development and implementation of procurement procedures for the grant facility, ensuring compliance with MCC and local procurement guidelines.
- Responsible for sourcing and procurement of all goods, works, and services per MCC and TechnoServe procedures and guidelines.
- Facilitate the development of procurement plans with grant recipients, ensuring alignment with the overall project objectives and timelines.
- Review procurement documentation submitted by grant recipients, ensuring accuracy, completeness, and compliance with procurement regulations.
- Prepare and review offer and proposal solicitation documents, develop purchase orders, and initiate procurement processes.
- Ensure specifications of goods, equipment, and services correspond to the project needs and users and are included in the procurement process.
- Manage tender evaluation processes, ensure procurement processes are properly documented, and prepare purchase orders and contracts.
- Negotiate prices, delivery times, and after-sales services with vendors.
- Maintain supplier/vendor contracts and contact lists from the approved shortlist, ensuring that they meet the minimum requirements to be on the supplier list. This also involves carrying out site visits to monitor and evaluate the supplier/vendor.
- Maintain sound procurement records/documentation and prepare monthly procurement status reports, including expediting orders to ensure timely delivery and payment processing.
- Manage the clearance of consignments from customs or any other government agency in collaboration with the appropriate personnel in Mozambique and the regional office.
- Ensure that all equipment, goods, and services delivered to the MCC project conform to the specifications, respect delivery times, and conform to all procurement agreement or contract requirements.
- Conduct the annual inventory with the Finance Department.
- Research the markets for the latest trends in pricing, availability, delivery and quality, and ensure that applicable policies, practices and procedures are understood and adhered to by suppliers.
- Monitor and report to the Grants Manager and MCC, noting current and/or potential issues and/or inefficiencies and assisting with contract/purchase order modifications.
GRANTS AND CONTRACTS RESPONSIBILITIES:
- Monitor the performance of sub-contractors and review the monthly sub-contractor progress reports and their budget use.
- Lead the grants solicitation and awards processes of MCC grants and be responsible for their compliance with the grants manual.
- Lead the proposal solicitation and awards processes of the MCC Subcontracts and be responsible for compliance with the grants manual.
- Lead the process of drafting or review/adaptation of the Grants Manual in compliance with donor and TechnoServe guidelines.
- Monitor the implementation of sub-awards (grants) and assure their compliance with the approved grant proposal.
- Responsible for the documentation of all grant-related documents and documentation in compliance with legal and donor requirements.
- Provide technical assistance during on-site visits, meetings, and reviews of progress reports to sub-awardees to support their compliance and optimal performance.
BASIC QUALIFICATION:
- Bachelor’s Degree in business Administration, finance, economy, or related field + 7 years experience OR Master’s Degree plus 5 years experience
- A Minimum of 5 years experience in procurement of goods and services, including Grant and contracts for a Non-profit organization
- Proven experience in Results-Based Financing/Performance-Based Grants (RBF/PBG) management, monitoring, and reporting of donor-funded programs
- Fluency in spoken and written Portuguese and English is required

- Excellent problem solving and analytical skills
- Self-starter, ability to work with substantial autonomy and influence others with minimal supervision
SUPERVISORY RESPONSIBILITES:
- This position may supervise program specialists, analysts or coordinators
