The Fleming Fund programme is a 5-year, large scale (£235m) and complex fund management programme which operates in over 20 LMIC countries.
The aim of the programme is to address critical gaps in surveillance of antimicrobial resistant bacteria in low- and middle-income countries (LMICs) in Asia, and Sub-Saharan Africa. Countries in these areas are set to bear the highest burden of antibiotic resistant infections. Led by the UK, political action against the problem has resulted in a roadmap for global response - the Global Action Plan on Antimicrobial Resistance (AMR) This is the blueprint for a multi-stakeholder global response to averting the burden of AMR.
We are currently recruiting for a Grants Finance Manager. Reporting to the UK Programme Director, and working closely with the UK Programme Manager, the role will be responsible for all financial aspects of the Fleming Fund Grants Programme, including: conducting grant application financial reviews, oversight of financial monitoring and spot checks of grants, the provision of accurate financial forecasts and reports internally and externally to the DHSC, lead on counter-fraud best practice for the programme and technical oversight of the Regional Financial Officers working in our Regional Hubs. The role will also work closely with our external grant assurance provider.
For this role you will need experience of implementing grant/fund management programmes in low and middle income countries, developing and implementing finance processes, policies and templates for internal controls and counter fraud measures and due diligence, financial assurance and/or fiduciary risk assessments, financial monitoring and reporting of grant expenditure, including sampling, validation and compliance checking.
