Duties
Summary

The incumbent assists the Grants Compliance Officer with primary responsibility for implementation and monitoring of compliance and oversight activities.

Responsibilities
  • As a Grants Management Specialist (Compliance/Foreign Interference), some of your duties and responsibilities will include, but are not limited to the following:
  • Coordinate compliance activities with funding ICs across NIH.
  • Develop and issue compliance guidance to NIH extramural staff providing direction on how to effectively manage and comply with specific policy areas both within the IC and involving NIH recipients.
  • Coordinate foreign interference compliance activities across NIH. Develop and issue to IC extramural staff compliance guidance that addresses noncompliant recipients related to non-disclosure of current and pending other support.
  • Analyze and evaluate existing policy, procedures, and internal controls to identify areas in need of revised or new policy to ensure compliance with Public Health Service (PHS), HHS, and other Federal requirements.
  • Prepare correspondence for signature of such key officials as the Director, OPERA; NIH Deputy Director for Extramural Research (DDER); NIH Director; or Secretary, DHHS on issues related to grants compliance.
  • Participate in grantee? oriented outreach activities aimed at increasing accountability, enhancing administrative integrity, and emphasizing grantee institutional responsibilities for stewardship of grant funds.
  • Initiates DGCO audit oversight activities for OPERA, OER, and NIH on a variety of complex grants management issues.
  • Assist other Federal agencies by analyzing data, identifying compliance issues, interpreting policy requirements, and recommending appropriate courses of action.
  • Actively participate in a variety of activities involving electronic research administration. Provides grants compliance leadership and advice for functions used primarily by the Grants Management and Program business areas.

Qualifications

You qualify at the GS-14 level, if you meet one of the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing technical leadership to grants management specialists and managers; developing grants compliance policies, guidelines, procedures and internal controls; evaluating the impact of new or proposed legislation or policies on existing processes and grants compliance policies; providing advice to senior management officials regarding grants management compliance policies and procedures.
