Job Description
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC provides assistance, rehabilitative measures and post-conflict reconstruction support to victims of oppression, violent conflict or humanitarian crisis. Present in more than 40 countries, IRC’s mission is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, stand up and take control of their future.

Since January 2016, in response to the humanitarian crisis caused by the acts of violence of Boko Haram, the IRC is conducting from its operational bases of Maroua and Kousseri in the Far North of Cameroon, 4 major emergency programs: a an environmental health program, a food security program, a women’s protection and empowerment program, and since May 2017, a protection and rule of law program. With financial support from European and US donors, IRC aims to implement humanitarian and recovery programs tailored to the needs of vulnerable IDPs and host communities. .

The Grants Manager provides day-to-day supervision of a number of projects in a specific portfolio. The Grants Manager is the focal point for developing new proposals, reporting to donors, information management and grant management within the country program. The grants manager also provides programmatic and budgetary monitoring, compliance with internal and donor rules, and other key functions as required. The Grants Manager is directly supervised by the Assistant Director of Programs.

RESPONSIBILITIES:
* Grants and compliance with donor policies
* Ensure that donor reports are submitted on time and are consistent and accurately written (quarterly, interim and / or final report)
* Maintain the physical and electronic files of IRC Cameroon’s grant portfolio
* Play a key role in the opening and closing meetings of grants, as well as in monthly / regular grant management meetings that include representatives of each unit (finance, programs, logistics) and ensure adequate follow-up of issues raised
* Monitor and support the use of grant management tools such as FM01, BvAs, procurement planning, hiring planning and business plans among program teams to ensure accurate monitoring of implementation and timely alerts to challenges / potential obstacles
* In coordination with IRC-UK and IRC NY, monitor program implementation to ensure that they comply with internal donor and IRC requirements

Proposal development
In coordination with the Deputy Director of Programs, lead program staff teams in the development of quality proposals. Act as editor for all proposals.
Liaise with New York grant units, technical units and IRC UK to ensure proposals meet internal standards, apply the principles of the IRC program framework and are compliant with funders.

Field visits to work directly with program staff on proposal development and to regularly visit IRC Cameroon program activities.

Training and capacity building
* Provide training and capacity building for all staff on program reports and IRC specific documents
* Ensure all staff know and integrate the IRC framework in all programs
* Keep abreast of monitoring and evaluation techniques and support tools that can be shared with program staff; work closely with the various program area heads

Information Management / Data Collection
* Distribute and share with all IRC staff copies of all documents (grant proposals, reports, budget, etc.) related to their specific programs.
* Ensure that complete grant files are current and available for use
* Serve as a source of information on Cameroon.
* In liaison with the Deputy Director of Programs, to be able to provide informative and varied articles from several sources concerning the current political, socio-economic and security situation in the country
* Provide information materials and support the development of relevant external communication tools for donor visits / meetings on IRC Cameroon as a whole and IRC
* Cameroon programs in particular

Program development
* Identify opportunities for program development
* Assist technical assessments as a basis for program development
* Coordinate and initiate project proposals and develop programs for the IRC Cameroon Program under the supervision of the Deputy Director of Programs
* Participate in internal program strategy meetings with the senior management team
* Participate in meetings with donor representatives in the country to discuss ongoing and future programs

Team management
* Supervise and coordinate the work of the Grants and Communications Officer and any intern assigned to the Grants Team.
* Strengthen the capacity of the Grants and Communications Officer by facilitating training and providing individual follow-up on grant management topics.

QUALIFICATIONS:
* Mastery in a relevant field
* Excellent written drafting skills and demonstrated ability to write and edit reports under time constraints.
* Ability to write clear and concise reports and proposals and to meet reporting deadlines
* Practical knowledge of budget development and management
* Experience in conducting evaluations, preferably using participatory approaches
* Experience working in a multicultural environment
* Competence with Windows, Microsoft Office
* Ability to work in unstable security environments
* Previous experience with international partners, particularly UN, AIDS, World Bank and ECHO
* English and French written and spoken fluently required

WORKING ENVIRONMENT
* Security in the Far North of Cameroon (Maroua & Kousseri) is level III (orange) and the IRC has a curfew in place. Accommodation in IRC common guest house.

Grace à l’appui financier de bailleurs de fonds européens et américains, l’IRC souhaite exécuter des programmes humanitaires et de recouvrement adaptées aux besoins des personnes déplacées vulnérables et des communautés hôtes. .

Le gestionnaire des subventions assure la supervision quotidienne d’un certain nombre de projets dans un portefeuille spécifique. Le gestionnaire des subventions est le point focal pour le développement de nouvelles propositions, de rapports aux donateurs, de gestion de l’information et de gestion des subventions au sein du programme pays. Le gestionnaire des subventions assure également le suivi programmatique et budgétaire, la conformité avec les règles internes et celles des bailleurs de fonds et d’autres fonctions clés, selon les besoins. Le gestionnaire des subventions est directement supervisé par le directeur adjoint des programmes.

RESPONSIBILITIES:
* Subventions et conformité aux politiques des bailleurs
* Veiller à ce que les rapports aux donateurs soient soumis à temps et soient cohérents et rédigés avec précision (rapport trimestriel, intermédiaire et / ou final)
* Maintenir les fichiers physiques et electroniques du portefeuille de subventions d’IRC Cameroun
* Jouer un rôle clé dans les réunions d’ouverture et de clôture des subventions, ainsi que dans les réunions mensuelles / régulières de gestion des subventions qui comprennent * des représentants de chaque unité (finances, programmes, logistique) et assurer un suivi adéquat des questions soulevées
* Surveiller et soutenir l’utilisation des outils de gestion des subventions tels que FM01, BvAs, planification des achats, planification des embauches et plans d’activités parmi les équipes de programme pour assurer un suivi précis de la mise en \œuvre et des alertes opportunes aux défis/ obstacles potentiels
* En coordination avec IRC-UK et IRC NY, surveiller la mise en \œuvre des programmes pour s’assurer qu’ils sont conformes aux exigences internes des donateurs et de l’IRC

Développement des propositions
* En coordination avec le directeur adjoint des programmes, diriger les équipes du personnel du programme dans l’élaboration des propositions de qualité.
* Agir en tant que rédacteur en chef pour toutes les propositions.
* Liaise with New York grant units, technical units and IRC UK to ensure proposals meet internal standards, apply the principles of the IRC program framework and are compliant with funders.
* Field visits to work directly with program staff on proposal development and to regularly visit IRC Cameroon program activities.
