Job Description

World Learning is a leading international non-profit organization creating a more peaceful and just world through education, development, and exchange. We are seeking an experienced Grants Manager for an anticipated USAID-funded Pacific-American Partnership Fund, a multi-sectoral, grant-making facility to build self-reliant Pacific Island partners.

Recruitment is contingent upon successful award of the project.

Responsibilities
• Work closely with the Chief of Party (COP), Deputy Chief of Party (DCOP), M&E Specialist and Home Office Project Management team to establish compliant RFPs and procurement systems and oversee the management of project grantees,.
• Provide day-to-day leadership, management, and oversight of the grants management unit.
• Coordinate project procurements in compliance with applicable USAID rules and regulations, and World Learning internal policies and procedures.
• Manage and administer a range of subcontracts and subgrants, ensuring deliverables are met.
• Provide technical and administrative support to local and regional sub-grantees and subcontractors to effectively manage grants and procurements.
• Work with technical staff to identify potential grant recipients and collaborate with them to design and develop grant concepts and activities within the project components and under guidance of the COP and DCOP.
• Train field-office staff on award and close-out processes associated with grants and subcontracts.
• Analyze and evaluate applications, proposals, and award documents to ensure consistency with program goals and objectives.
• Communicate regularly with project grantees, working with them to assess performance of and compliance with grant activities.

Requirements
• Bachelor’s degree in a related field; Master’s degree preferred.
• At least six years of experience managing, administering, and implementing grants in a similar role with a USAID-funded project.
• Strong knowledge of USAID policies and practices, and of project, contract, and grants management procedures with the understanding of how to apply this knowledge to provide strategic support, guidance, and problem-solving.
• Substantial related experience working in project financial management for NGOs with strong knowledge of international donor requirements.
• Proficiency in written and oral English required.
