Reports to: Senior Grants and Contracts Manager
Scope:
Responsible for providing grants and contracts management, and technical support to CIPE programs, principally the Global Alliance for Trade Facilitation (GATF) project. This includes monitoring sub-recipients, preparing donor reports, and managing project budgets.
Responsibilities Include:
· Providing management oversight and technical assistance for all matters relating to grants, contracts, and sub-agreements for CIPE projects.
· Maintaining extensive knowledge of federal regulations, including 2 CFR 200 and familiarity with the FAR. Ensure program staff are aware of these regulations and other donor requirements.
· Incorporating donor requirements into sub-agreements.
· Providing guidance and technical support to CIPE’s program teams regarding the terms of the agreements with donors and sub-recipients.
· Assisting CIPE project teams with negotiating contracts and sub-awards.
· Working closely with CIPE project teams and the Senior Grants and Contracts Manager to identify grants and contracts management needs.
· Assisting the Senior Grants and Contracts Manager in developing and maintaining policies and procedures to effectively manage grants and contracts and comply with donor requirements.
· Assessing the risk level for sub-awards and determining the appropriate monitoring requirements.
· Maintaining accurate documentation to support grants and contracts related activities and ensuring adherence with donor and audit requirements.
· Reviewing proposals from potential sub-grantees and providing recommendations to program teams.
· Reviewing grant agreements, contracts, modifications, and sub-awards prior to signature by CIPE’s Executive team.
· Preparing donor reports.
· Assisting the Senior Grants and Contracts Manager with project closeouts.
· Developing and managing special projects as assigned.
Required Qualifications and Experience:
· Bachelor’s degree in a relevant discipline
· A minimum of 5 years grants management and negotiation experience with federal and/or private funders
· Extensive knowledge of rules and regulations for grants and cooperative agreements including 2 CFR 200
· Ability to creatively problem solve while maintaining compliance with donor requirements
· Good interpersonal skills and ability to work with staff at all levels of the organization
· Excellent project management skills and ability to manage multiple assignments
· Understanding of financial management terms and procedures
· Effective listening and oral communication skills
· Fluent in English, both written and verbal
· Computer skills, proficiency in MS-Office applications
