Introduction

The Terms of Reference

Prospective Consultants should ensure that their submissions and responses are specifically targeted to address all aspects of the provisional Terms of Reference below. These parameters and quantities may alter subject to the Client’s requirements or subject to data collection and analysis in the inception phase.

Prospective Consultants are cautioned that while efforts have been made to verify data in the project conception phase, all current data and information provided in the TOR shall be considered as ‘indicative’ only and its accuracy cannot be warranted by the Client and shall be subject to confirmation and verification by Consultants in the course of implementation.

Future targets and deliverables stated in the TOR are, however, firm requirements to be achieved by the Consultant unless prior agreement has been documented with the Client.

Procurement and the role of CARD-F

The Comprehensive Agriculture and Rural Development Facility (CARD-F or the “Facility”) works on behalf of the Government of the Islamic Republic of Afghanistan (GIRoA) to deliver sustainable economic development in the rural economy at the district level.

The CARD-F aims to strengthen licit agricultural markets, and minimise adverse incentives to grow opium poppy, by delivering a critical mass of investment and services in the agricultural sector, focused on targeted provinces and rural districts. Specifically this will be achieved by supporting selected value chains in production, processing, distribution and market development, and addressing critical infrastructure bottlenecks to their growth.

Principles in the way EDPs work

There are many barriers to developing the agriculture sector inAfghanistan. Among others, these include:

  • Limited diversification from subsistence to cash crops, which constrains farmers’ ability to earn surpluses; and
  • A lack of information on markets and prices, which inhibit risk taking by farmers, who therefore rather stay with subsistence cropping and traditional off-farm economic activities.

In this respect farmers’ incomes are linked to demand for products. Demand in turn is dependent on markets that function effectively which allow products to be accessed by consumers, and done so competitively.

Specific Tasks or duties of the Consultant

Objective of the Project

The objectives of the Project are to develop:

  • a commercially viable and sustainable broiler production industry in Kama District;
  • a viable egg production industry based on small holder production in Kama District; and
  • establish viable hatcheries and breeder farms to supply the broiler farms.

The strategy adopted to achieve the project targets is to:

  • support as yet to be identified entrepreneurs and a number of existing broiler producers to invest in broiler production units;
  • support up to 1,000 households to engage in egg production for market;
  • ensure a reliable supply of chicks by supporting investment in hatcheries and breeder farms; and
  • ensure that poultry farmers can respond to the opportunity by becoming organised and by providing training through a specialised extension service, ensuring high quality veterinary services, developing input supplies of improved feed and biologics.

Entrepreneurs will be supported to establish commercially viable and sustainable businesses by a Poultry Producers Organisation (PPO) and the provision of extension services. It will be the responsibility of the Consultant to establish the PPO and deliver extension services over the duration of the project.

Consultant’s Key Staff

The Consultant’s Team will support all aspects of this Project’s implementation and comprise international and Afghan specialists of demonstrated technical competence and strategic capability, to suit the project implementation and delivery/output requirements as indicated in the TOR.

The Consultant team will also demonstrate it has understanding and experience of good management practices, including business planning, production management in commercial poultry development and marketing.

The Consultant shall propose a robust and effective team structure that is appropriately managed and resourced throughout the Project, taking account of its need to be flexible and responsive to the findings of the data collected.

Listed below are indicative key roles that should be considered. While some staff, such as the international project manager, will have a full time and term commitment to the project, other staff may provide short term inputs where appropriate and still meeting the requirements, deliverables and standards of the TOR. The Consultant is, however, free to propose alternatives that will demonstrably achieve the project objectives. The Consultant should specify the quantity/time proposed for each input, with man-months for personnel employed in the project.

  • International project manager, with a minimum of 5 years experience in managing rural development projects associated with market led poultry production and with substantial experience of similar projects in Central & South Asia, and experience of working in challenging environments.
  • National assistant project manager, with a minimum of 4 years experience in managing development projects inAfghanistan;
  • International poultry specialist, with a minimum of 10 years experience in poultry production in environments similar to Kama District, and experience of working in challenging environments. Experience in designing training programmes for veterinary extension service providers is also required;
  • Hatchery specialist, with a minimum of 5 years experience in the design, layout and commissioning of medium to large scale hatcheries. Experience in areas similar toAfghanistan will be a distinct advantage;
  • Grants Manager, with an accountancy or commerce qualification, and a minimum of 5 years experience of managing large and small grants in a similar environment;

  • International marketing specialist, with a minimum of 5 years experience in the poultry industry with substantial experience of similar projects in Central & South Asia, and experience of working in challenging environments;
  • Poultry house design specialist, with experience of designing poultry houses suitable for the environmental conditions in Bihsud District;
  • Regional Association development specialist, with a minimum of 10 years experience in farmer organisation development with experience of similar projects in Central & South Asia, and experience of working in challenging environments. Experience inAfghanistan and a working knowledge of Dari or Pashto is required;
  • Regional poultry production specialist, with a minimum of 4 years experience of poultry production in similar environments;
  • Documentation/communication specialist, with a minimum of 5 years experience in preparing technical training material in print and electronic media;

  • Monitoring and reporting staff, with a minimum of 4 years relevant experience, including participatory processes, logical framework, stakeholder analysis plus monitoring and evaluation

  • Admininistrative and finance staff, with a minimum of 5 years relevant experience in similar positions and a tertiary qualification in finace and / or administration
