Position: Policy and Research Officer

Location: Port Moresby (with travel to provinces)

Reports to: HDMES Research Manager

Salary range: PGK 9,000 – 12,000 per month (plus superannuation)

About HDMES

HDMES was established to provide the Australian Government and the Government of PNG with advice and independent assessment about the performance of the Australian Government’s health, and education & leadership portfolios in PNG. HDMES leads reviews of monitoring and evaluation (M&E) frameworks and program reports, conducts independent evaluations, and produces analysis and communication products. HDMES is supported by the Australian Government and is implemented by Adam Smith International in partnership with Clear Horizon through the PNGAusPartnership.

Position Summary

The Policy and Research Officer (PRO) will work closely with the HDMES Research Manager, HDMES M&E Specialist, the remote HDMES team and external consultants to support the Australian Government health, and education & leadership investments in Papua New Guinea. The role will lead and support a range of monitoring and evaluation (M&E) activities, including undertaking reviews and evaluations, providing logistical support to evaluation teams, developing concept notes and supporting case studies, lead data collection and field missions and contribute to quantitative and qualitative analysis.

Duties and Responsibilities

The PRO will work closely with HDMES Research Manager, HDMES M&E Specialist and external consultants to:

  • Develop high quality written products, concepts notes, short analytical papers and briefings
  • Develop innovative communication tools to present data and information e.g. infographics
  • Contribute to high quality reviews and evaluations, including logistical support, design and planning of reviews, field visits, data gathering and analysis, and report writing
  • Undertake policy analysis of findings arising from HDMES activities, implementing partners, and GoPNG agencies
  • Contribute to M&E activities, including updating M&E frameworks, data gathering, analysis, and translation as required
  • Participate in building and maintaining collaborative and constructive relationships with the AHC, GoPNG agencies, and implementing partners
  • Provide operational and logistical support for HDMES activities as required, including provincial visits, and ensuring compliance with HDMES policies
  • Contribute to a positive culture for performance management across Australian Government health, and education & leadership investments in Papua New Guinea

Selection Criteria

  • A relevant university degree (Bachelors or above) in social science, political science, public health, education, monitoring & evaluation or international development
  • Experience developing high quality written products, concepts notes, short analytical papers and briefing papers (preferably in the health and/or education sectors).
  • Experience in research, policy analysis, and data collection through consultation with government, implementing partners, and community groups
  • Experience in quantitative and qualitative data analysis and preparing communications products
  • Strong understanding of the PNG health and/or education sector
  • Experience working in a collaborative team environment
  • Fluency in English and Tok Pisin
