Project Description
The purpose of the programme of which this TA project is a part is “To improve water governance and institutional capacity for increased access to safe, adequate and sustainable water, sanitation and hygiene services in Adamawa, Ekiti and Plateau States”. The assignment is part of an activity providing Contract Management and Supervision of Works with regard to the programmes’ construction work and rehabilitation of Water Supply Schemes and Water Supply facilities. This will further increase access to safe water supply, adequate sanitation and hygiene promotion services in urban and small towns. The Head Civil Engineer Supervisor is ensuring overall quality control over the TA services delivery and working at HD’s headquarters in Europe with frequent visits to the concerned three Nigerian States (ca. 50% of time being on mission)
Job Description
Role and Responsibilities: We are currently looking for a full-time Civil Engineering Supervisor who will act as head supervisor for our EU-funded service contract where we will be assisting the implementation of the Water Supply and Sanitation Sector Reform Programme Phase III (WSSSRPIII) in Nigeria. As head supervisor, you would be responsible for managing a team of civil engineers whose work consists of designing and developing construction projects, which may include—dams, water utilities, mains and networks. As head engineer, it is imperative that the proper and meticulous maintenance of equipment is ensured and that all safety prevention measures are adhered to. Other responsibilities include monitoring the needs of the engineering team personnel as well as the work schedules of the team members. Similarly, the position requires the preparation of proposals, the establishment of completion dates, cost estimates and evaluation results. The job will necessitate the making of day-to-day decisions for or within the Engineering team.
Other responsibilities for this position as required by this contract are as follows: Policy and institutional reforms, development of water policies and laws, commercial and financial issues related to water utilities, community-based management, sector planning and budgeting, water supply works studies and designs for urban areas and small towns’ water supplies, contracting of works and contract management (including works supervision), integrated water resources management, monitoring and evaluation.
As Civil Engineering Supervisor, you would have some authority for personnel actions, however, you will be reporting to the Project Director. This posting is in Europe but will require extensive stays in Africa.
Qualifications and Education Requirements
For the fulfilment of this position we require a Bachelor’s degree in Civil Engineering and a minimum of 7 years’ experience working in a related field and in Emerging Economies.
