Position: Head of Finance/ Manager, Finance

Job Location: Manila, Philippines

About the Role:

BRAC International (BI) is seeking a Head of Finance/ Manager, Finance who is aligned with it’s ethos of working in partnership with communities to create impact for scale. The incumbent will oversee the financial activities of BRAC Philippines while ensuring financial transparency and better financial management. Moreover, s/he will work to ensure timely preparation of financial statements and donor reports and to strengthen the internal control over financial transactions. S/he will also ensure that the core values and mission of BI are upheld, promoted, followed, and applied across Finance and Accounts team at BRAC International.

Key Responsibilities:

  • Consolidation of monthly accounts, prepare and review the financial reports for management and donors.
  • Guide finance officers and regional accountants in terms of maintaining books of accounts and financial report preparations as per rules and regulation of BRAC Philippines as well as following the requirements of the donor.
  • Extend support to internal and external auditors and ensure all accounting activities and audits comply with financial regulations.
  • Prepare budget for new proposals/ projects, and present monthly budget variance report to the programme managers.
  • Day to day correspondence with the field office finance officers, disseminating information and resolving financial issues.
  • Maintain and preserve the documents following BRAC procedures and donor requirements.
  • Develop financial proposals and ensure budgetary controls and conduct risk management.
  • Allocate resources and manage cash flows and supervise a team of finance officers.
  • Ensure financial monitoring and consult with senior management about funding options.
  • Develop secure procedures to maintain confidential information and ensure timely submission of financial statements and donor reports.
  • Strengthen the internal control over financial transactions and review the bank reconciliation and financial report for donors and as per management requirement.
  • Review and supervise the financial progress of the projects.

Safeguarding Responsibilities:

  • Establish a safeguarding culture by implementing the safeguarding policies, taking programme decisions with the do-no-harm principle, mitigating safeguarding risks and maintaining a safe working environment where staff feel encouraged to voice concerns without fear of retaliation.
  • Implement programme decisions keeping the safety and dignity of programme participants/clients at the center, mitigate safeguarding risks and contribute to a safe working environment where staff are respected and feel confident to voice concerns without fear of retaliation.
  • Receive/ implement mandatory training on the safeguarding policies and reporting channels and have access to policies.
  • Participate in discussions on the safeguarding agenda in monthly meetings and actively voice concerns without fear.
  • Report safeguarding incidents witnessed or experiences to the Safeguarding department. For known cases, maintain neutrality, be sensitive and non-judgemental to victims/survivors, and cooperate with organisational investigations providing accurate information as needed.

Academic Qualifications:

  • Bachelor’s degree from a reputed university preferably in Finance/ Accounting.
  • Certified Public Accountant will get added advantage.

Required Skills, Competencies & Knowledge:

  • Strong knowledge of budget and financial management.
  • Expert in preparation of financial proposal/ budget in accordance with the PFRS.
  • Proficiency in preparations of consolidated financial statements for NGO and donor reports.
  • Skilled in different accounting software.
  • Strong interpersonal and communication skills and ability to communicate with donors, the ministries and banks.
  • Capable of working both individually and as part of a team as well as across cultures, with external stakeholders, international colleagues, etc.
  • Ability to prioritise tasks and manage time efficiently.
  • Highly Mobile and flexible to work from distant location.
  • Overseeing and travel to project site when required.
  • Possess high ethical and moral standards.
  • Sensible and adaptive to diverse work culture.

Experience Requirements:

  • For Head of Finance: Minimum 05 years’ NGO/INGO experience in managerial positions and field of accounts and 05 years’ experience as Head of finance.
  • For Manager, Finance: Minimum 05 years’ NGO/INGO experience in field of accounts and 03 years’ experience as Manager, Finance.
