Job Description

The position reports directly to the Country Director and is a part of the Senior Management Team. The purpose of the position is to provide strategic leadership to the country programme’s human resources and organisational development processes and promote its vision, mission and goals with the aim of ensuring effective, harmonious and interdependent themes, functions and programs within the country programme. This will extend to external interactions with key stake holders, partners and consultants. The position holder will ensure sustained Organizational Effectiveness by developing and implementing structures and systems in response to changing organizational contexts, strategies and priorities.

Key Responsibilities:

  • Develop and implement and interpret Human Resource policies, procedures and systems and ensure consistency and harmony with the Global HR/OD framework and national labour legislation.
  • Develop and implement human resource plans that are aligned to the country strategy, plans and priorities.
  • Facilitate recruitment, selection, induction and orientation processes.
  • Develop and implement performance management systems that all staff can use in facilitating feedback.
  • Develop and implement employee welfare and wellness services including medical schemes, insurance, security, work life balance.
  • Develop and implement Human Resource information systems, records and reports including availability and accuracy of information thereof.

Qualifications:

The candidate will have a first degree and Masters in Social Sciences, Arts or Humanities. Specialization in Human Resources Management is desirable. Membership of related professional institutions is an advantage

Experience:

  • At least ten years’ relevant experience in HR and OD, with a minimum of five years at a senior management level
  • Strong demonstrable experience of Human Resources planning, recruitment, design and implementation of progressive HR strategies, systems, procedures and practices
  • Excellent knowledge of Tanzanian Labour laws and Employee Relations Systems
  • Understanding of gender issues in development and demonstrable commitment to promoting gender equity within the organisation
  • HR/OD experience in an international NGO is desirable
