Org. Setting and Reporting

The position is located in the Integrated Office of the Office of the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator (henceforth the Integrated Office) for Somalia. The incumbent will report to the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator (DSRSG/RC/HC).

Responsibilities

  • Formulates and implements the substantive work programme of the Integrated Office under his/her supervision. Oversees the management of activities undertaken by the Integrated Office, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Office, and with other organizations of the United Nations System, as appropriate.
  • Leads, supervises and carries out the work programme of the Integrated Office under his/her responsibility. Co-ordinates the work carried out by different work units under the Integrated Office and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others.
  • Leads the provision of strategic guidance to the DSRSG/RC/HC and UN Country Team (UNCT) on effective, quality and timely UN support for the implementation of the 2030 Agenda through the Common Country Analysis (CCA) and UNDAF/UN Strategic Framework (UNSF).
  • Initiates, establishes and coordinates external partnerships and joint resource mobilization efforts for the new generation UNDAF/UNSF.
  • Coordinates the Business Operations Strategy and develops business innovations.
  • Lead the continuous strengthening of the UN Risk Management Systems.
  • Manages and directs knowledge management and capacity development activities in and outside the UN System.
  • Leads and coordinates overall management of the Integrated Office of the DSRSG/RC/HC to ensure efficient and effective substantive coordination support to the Integrated Office and UNCT and adherence to organizational policies and procedures.
  • Supervises and provides guidance to a compliment of approximately 40 staff in multiple duty stations (Mogadishu, Garowe, Hargeisa, Nairobi);
  • Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the UNDAF/UNSF and Joint Workplans; directs UNDAF/UNSF monitoring and evaluation (M&E) and reporting through UNINFO; guides preparation and provision of the annual One UN Country Results Report to the Government and other stakeholders;
  • Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
  • Ensures that the outputs produced by the Integrated Office maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Units under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Assists the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator (DSRSG/RC/HC) in preparing the work programme of the Integrated Office, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Integrated Office, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
  • Recruits staff, taking due account of geographical balance.
  • Manages, guides, develops and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Integrated Office and across organizational boundaries.
  • Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
  • Represents the Integrated Office at international, regional or national meetings.

Education

  • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, sustainable development, education, social sciences or related area.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • At least fifteen years of experience in strategic planning, sustainable development policy, project/programme management, or resource mobilization in the context of development cooperation or related area are required.
  • A minimum of two years of experience in post-conflict or transitional operations and management including international work experience in post-conflict settings is required.
  • Experience in policy formulation in a development cooperation context is desirable.
  • Experience in the United Nations system or a comparable international organization is desirable.
  • Experience in coordinating external partnerships in a development context is desirable.

Languages

Fluency in English is required.
