Head of Programs (HoP) – Haiti
The Head of Programs (HoP) – Haiti will support the Country Programs Team in project development, implementation, monitoring, and reporting across multiple sectors, including Humanitarian Aid, Social Protection, and Development. The HoP ensures that projects align with organizational standards, donor requirements, and local needs, and facilitates the collection and systematization of lessons learned to inform future proposals. The HoP will work closely with the Project Manager and cross-functional teams (Logistics, Security, Finance, MEAL, and Communications) to ensure project objectives are achieved effectively.
Net monthly salary: €3,000–€3,500, depending on experience, technical and language skills, and academic background
Main Tasks and Responsibilities
Business Development & Proposal Management
- Support the Project Manager in planning, implementing, and following up on project activities in assigned sectors.
- Ensure that activities are executed according to work plans, budgets, and quality standards.
- Verify that new proposals reflect evidence-based needs assessments and comply with donor requirements.
- Facilitate coordination and communication between field teams, partners, and stakeholders.
- Monitor project progress, collect data, and contribute to regular reporting and documentation.
Knowledge Management, Learning & Cross-Country Synergies
- Collaborate with Program Coordinators (Protection, RRM, Social Protection, and Development) to establish and facilitate learning mechanisms in Haiti for sharing tools, methodologies, curricula, training modules, MEAL frameworks, and pilot innovations.
- Support peer-to-peer exchanges across countries through joint meetings, learning workshops, and knowledge-sharing initiatives.
DYNAMICS System Management, Data Governance & IT Coordination
- Oversee the country-level implementation and quality assurance of the DYNAMICS platform, ensuring accurate and timely data entry across proposal, project, and reporting modules.
- Conduct compliance checks to ensure adherence to internal archiving, documentation, and donor requirements.
- Provide training, capacity-building, and coaching to DYNAMICS Officers and Project Managers on platform usage.
- Liaise with IT and HQ technical teams to identify and resolve system issues.
Institutional Strengthening & Representation
- Support the creation and monitoring of country dashboards to track program performance against strategic objectives.
- Participate in strategic discussions and contribute to country strategy development.
- Represent AVSI in coordination meetings and working groups when delegated.
- Provide interim representation of the Country Representative during planned or unexpected absences, ensuring operational continuity and oversight of country program activities.
Essential Requirements
- Master’s Degree in a relevant field.
- Excellent proficiency in French (written and spoken).
- At least 5 years’ experience as a Project Manager in humanitarian or development contexts, managing institutional donor-funded projects with budgets exceeding €1 million, preferably in Haiti, or experience in regional or headquarters NGO roles related to project proposal development.
- Strong understanding of humanitarian aid, social protection, and development programming.
- Excellent organizational, analytical, and communication skills.
- Ability to work effectively in multicultural and challenging environments.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and internet-based communication tools.
Required Skills and Experiences
- Proficiency in English and Haitian Creole is a strong asset.
- Previous experience in the non-profit sector in Haiti.
- Proactive attitude, willingness to learn, strong teamwork skills, and flexibility.
