Artsen zonder Grenzen* (MSF-Holland) is an independent, international organisation that offers emergency medical aid to victims of emergency and chronic crises and speaks out for their cause.

The public health department plays a key role in providing medical and public health support and advise to the field projects. The department consists of Health Advisors (8) and Specialists (13), including the water and sanitation unit.

Context of the position

In 2006 MSF-H is undergoing a re-structuring of its top management, and will return to a model of line management. This has been prompted by the need for a more coherent management structure, especially given the ?shared operations? ambitions with MSF-H?s partner sections and formation of the proposed Amsterdam Operational Centre .The Management Team will be reduced to 4 consisting of the General Director, the Director of the Operational Portfolio, the Medical Director and the Director of Resources. The HoD PHD position is therefore re-structured to adapt to this new organisational structure.

The head of the public health department (PHD) will report to the Medical Director (MedDir) and is accountable for the functioning of the PHD. In this capacity s/he line-manages the members of the PHD. S/he has, together with the Medical Director, responsibility for implementation of medical and public health policies in the field, derived from the overall organisational policy and strategic plan. S/he provides functional management of medical staff in partner sections, and co-operates with Operational Directors, other HoDs and Country Management Teams as relevant.

His/her main responsibilities are:

- Stimulates and facilitates the department?s contribution to vision and policy development in MSF - Has responsibility for the PHD contribution to policy and operational consultations with the MedDir/MT, Operational Directors and other Heads of Department, identifying emerging issues and collectively promoting analysis and reflection to guide action in the field. - Maintaining an ethical framework and professional standards for medical activities further to the MSF Charter and general operating principles in the field and organisation in general. - Functionally responsible for ensuring that medical and public health quality are maintained in MSF?s projects. - Leading the department and its staff; responsible for the integral human resources management in the department; translating policy into tasks, procedures and specific agreements for the units and its employees. This includes recruitment, coaching and ensuring professional development of his/her staff. Is responsible for the implementation, monitoring and reporting against the annual plan and budget by the department and its individual members. - Ensuring the optimal performance of the PHD regarding direct support to field operations and the research and support that the department undertakes. - Is responsible for the quality and content of training and all internal PHD/MSF-run medical and public health courses. - Participates in bilateral consultations with the MedDir on a regular basis - Is a negotiation partner for fellow HoDs for consultation, operational and human resource-related issues. - Ensures that information available within the organisation is communicated to the Department - Participates ad hoc in strategic and task force meetings during emergencies. - Represents MSF-H in MSF platforms as relevant. May be delegated by MedDir to represent MSF-AG in the Medical Directors forum. - Is, together with the MedDir, responsible for the establishment and maintenance of relevant networks, including medical experts, other agencies and scientific institutes. - Represents MSF-H to other medical technical, public health and humanitarian affairs organisations and in the (medical) scientific world, as required.

Profile

- We are looking for a medical doctor with a Master of Public Health or similar degree and a strong strategic sense of the MSF mission and its medical challenges. - S/he has knowledge of and considerable operational humanitarian-medical field experience with MSF or a comparable organisation. - The candidate must be able to demonstrate proven skills and expertise in management and leadership and will have at least two years senior medical/health management experience in a relevant management position. - Policy development, financial and human resource management, planning and monitoring of results have been your daily tasks. - Coaching of your staff and being a source of inspiration to your staff is second nature. - Next to this the candidate should have a good knowledge of recent developments in the field of clinical medicine, humanitarian relief and public health; this is a fast paced working environment where persuasiveness, a result-oriented focus and initiative and an innovative approach is required. - Good communication skills are essential as well as an excellent command of the English language, both written and spoken. - Active knowledge of Dutch or French is an asset. - At the international level, the head of the department will liaise with counterparts throughout the Médecins Sans Frontières network on medical themes. For this purpose s/he is available to do international trips and field visits. S/he should also be willing to live and work in Amsterdam and must have a commitment of three years.

- A full-time position in a challenging international environment. - A contract for three years with a renewal option of two years based on a fulltime appointment. - A salary in grade 8 with a gross monthly salary between ? 3,490 and ? 5,147 depending upon relevant professional experience and based upon a 40-hour working week. - Other benefits include 30 holidays, childcare regulation and a premium free pension.
