The aim on the Nauru Support project is to provide cost effective support services to specific standards for Deployees and their families, to enable the Deployees to work effectively and reside safely in Nauru.

Project Overview:

This position requires a person that has the necessary financial, program management, leadership and communication skills to manage and respond to a wide variety of needs and situations within a cross-cultural potentially stressful environment. While much of the Deployee support work can be managed within a structured organisational environment, the nature of the Deployee support required and the context in Nauru (including security, basic human needs, local technical capacity to repair complex equipment, landlord reluctance to repair their properties) means that issues that may be straightforward on the surface can rapidly become complex and urgent.

The Head Office Operations Support must have the communication and organisational capacity to co-ordinate the work required and to be able to communicate clearly and concisely so that all stakeholders fully understand the issues, the proposed solution and the required quality standards.

The Head Office Operations Support will be responsible for Deployee support service levels and for ensuring the services are provided in an equitable and fair manner. At the same time, the Head Office Operations Support will assess the urgency of critical problems against those that are more “routine” and non-urgent. The Head Office Operations Support would be responsible for providing information, support and advice to DFAT Nauru Post, maintaining service level standards and the required reporting.

The Head Office Operations Support will be based out of our Brisbane or Sydney office and have the following responsibilities:

  • Ensure that the in-country office and staff are well resourced, operating effectively and provide the level of response and accountability required by this contract
  • Ensure the integration of cross cutting issues across contractual decision-making, and management of the NSS, including in ways that promote gender equality, is sensitive to cultural and gender issues in Nauru, promotes awareness of HIV and AIDS and promotes principles of good governance in the transparent operation of the NSS
  • Initiate and quality review all NSS reports and the required operating manuals
  • Assist with the local contracting or subcontracting arrangements for all Deployee support services
  • Oversee the NSS financial management system, the expenditure against budget and overseeing the financial reporting
  • Oversee with the In-Country Operations Manager the demobilisation requirements of Deployees and their dependants - packing, uplift relocation to the home country of personal effects of Deployees
  • Oversee with the support of the In-Country Operations Manager, the NSS asset management
  • Oversee with the In-Country Operations Manager the demobilisation requirements of Deployees and their dependants - packing, uplift relocation to the home country of personal effects of Deployees

Requirements

  • Proven program support experience, preferably with a focus on the provision of logistical support or a similar technical environment
  • A sound (and/or the capacity to acquire) understanding of Nauru or Pacific development context
  • Appropriate technical qualifications appropriate to the role
  • Demonstrated experience of a program or activity that comprises diverse forms of technical support and personnel from varied professional, cultural and language backgrounds
  • Established and effective interpersonal and cross-cultural skills
