Job Description

Infrastructure Finance Division 1, Private Sector Operations Department Job Purpose: Lead the planning and conduct of the periodic review of the status and progress of loans, equity investments, guarantees, Technical Assistance (TAs) and other financial assistance with direct/indirect ADB risk participation; and the design, implementation and operation of a portfolio management system. Lead the monitoring of the financial health and development impact of the portfolio, ensure that key issues like portfolio and prudential exposure limits are considered, the strategic objectives are attained, and proper risk management standards are applied. Work within general policies, principles and goals, working directly with clients. Expected Outcomes: a. Strategy and Planning
  • Prepare and monitor annual portfolio management plans (i.e., disbursements, cancellations, annual reviews, project completion, divestment of equity, etc.)
  • Represent PSIF1 in quarterly portfolio meetings (Private Sector Investment Management and Private Sector Project Processing meetings) and in various ADB working groups and initiatives relevant to private sector portfolio management and monitoring
  • Lead the development of a sound portfolio management strategy for PSIF1 in accordance with ADB’s strategic goals and plans. Oversee the identification of implementation problems and execution of corrective actions to address these. Closely coordinate and work with other PAU Heads in PSOD
  • Design tools, instruments and models to optimize PSIF1’s portfolio, and execute its optimization strategy effectively.
  • Create periodic work and action plans for PAU in accordance with assigned resources.

b.Single Account Management

  • Assume primary account responsibility for a limited number of significant individual accounts, which includes client contacts, processing of waivers and amendments, covenant compliance,annual reviews, presentation during portfolio meetings, major and minor changes of scope, valuations, exits, etc.
  • Review or approve, as the case may be, in accordance with established competencies, covenant compliance reports, waivers and amendments, annual reviews, ratings, valuation reports, exit proposals and other documents submitted by PAU staff in connection with primary or secondary account relationships.
  • Perform, if assigned by Director PSIF1, the role of director on the board of certain ADB’s investee companies representing ADB’s interest in accordance with the principles of sound corporate governance.

c. Project Management

  • Lead the monitoring, periodic review and progress reporting of project implementation, compliance with covenants and the achievement of desired development impact.
  • Lead the monitoring of payments of fees, loan servicing, receipt of income/dividends from equity investment; and equity divestment.
  • Provide guidance and functional oversight related to project administration among division staff to ensure timely implementation and performance reporting, timely fielding of review missions, etc.
  • For every annual review period, monitor the tools being used by PSIF1 in financial analysis; risk evaluation and review; and measures to mitigate the identified risks.
  • Lead the creation of appropriate tools and instruments for portfolio management purposes, such as PSIF1 Portfolio Database, PSIF1 Portfolio Report, Valuation and Action Plan formats, etc.
  • Monitor regularly PSIF1 Portfolio in terms of composition, size, quality, concentration, diversification, migration, valuation, and other criteria.
  • Ensure quality and consistency of reports and outgoing communications related to the division’s portfolio management.
  • Undertake the comparison of exit alternatives and execution of approved exit options, which include sell down, hedging, and other exit management measures.
  • Assess impact of prospective new financings on existing portfolio.
  • Upgrade and oversee the quality of project records management system in e-Star. Upgrade the filing, reporting and management of the portfolio through the application of industry best practices and work closely with the PAU heads of the other divisions in PSOD to ensure uniformity of standards, application of lessons learnt and commonality of approach.

d. Knowledge Center for Governance, Risk Advisory, and Development Impact

  • Lead the coordination and expansion of existing and future programs introducing international best practices at investee companies with regard to corporate governance, credit procedures, risk management, internal controls, and other initiatives.
  • Measure expected development outcomes in existing and proposed interventions in close liaison with the Private Sector Operations Coordination Division (PSOC).
  • Coordinate and manage the new portfolio risk rating tools in coordination with Risk Management Unit (RMU). Work closely with RMU in applying the new risk rating tools for the portfolio and ongoing project monitoring, with Independent Evaluation Department for project reviews and with PSOC in distilling lessons learnt and in monitoring of development effectiveness.
  • Manage the portfolio review, completion reports, annual reviews and Extended Annual Review Reports (XARRs) for PSIF1 projects

e. External Liaison

  • Facilitate active relationships with financial intermediaries in the region, institutional investors and other commercial partners for PSIF1.
  • Maintain and share knowledge of emerging best practices in project / corporate financing, private equity, corporate social responsibility, and overall investment management.
  • Develop and maintain relationships with the key business and political leaders in developing Asia; including analyzing market and investment trends.

f. Knowledge Sharing

  • Prepare briefing notes and information materials on issues of concern related to PSOD and ADB’s private sector activities to the Board, Management and others.
  • Contribute significantly to activities for advocacy, dissemination and knowledge building relating to the department investment and knowledge products.

g.Staff supervision

  • Take the role of team leader and supervise the work of team members
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.
Educational Requirements: A university degree in Business Administration, Finance, or related fields; preferably at post-graduate degree or its equivalent Relevant Experience And Other Requirements:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of combined professional financial and emerging markets experience in the private sector including experience in project processing, administration of private sector projects covering energy, transport and communication, water supply, corporate finance, project finance, privatization, financial structuring etc.
  • Good risk management expertise, including rating methodologies, risk categories (market risk, credit risk, operational risk), etc.
  • Extensive knowledge and understanding of loan, investment and credit products, including underwriting, pricing, servicing, accounting, exiting, etc. and with particular experience in developing markets
  • Ability to negotiate with investee companies, borrowers, fund managers, existing and prospective shareholders, sponsors, co-lenders and co-investors
  • Proven leadership qualities and interpersonal skills
  • Strong analytical and structuring capabilities
  • Experience in managing a team with diverse interdisciplinary skills
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries
