Health Management Information Systems (HMIS) Officer

Job Description

Position Description: TMG is seeking an experienced Health Management Information Systems (HMIS) Officer for the anticipated project to conduct Data Quality Assessments (DQAs) at DoD/WRAIR-supported facilities through funding from the US President’s Emergency Plan for AIDS Relief (PEPFAR) in Tanzania. The HMIS Officer is responsible for the collection, organization, control and follow up of all documentation and data relevant to undertake DQA. The HMIS Officer will establish professional relations with all health and HIV/AIDS staff at all directed DOD/WRIAR clinics, facilities and TPDF posts. The HMIS Officer will make recommendations for improvement in records and data consistent with the objectives of DOD/WRIAR.

Key Responsibilities:

• Participate in the planning and implementation of DQAs as requested by the Team Leader.
• Develop appropriate forms and questionnaires for DQA.
• Ensure HMIS software is functional and used properly.
• Record, compile, analyze and interpret health data and information.
• Plan and conduct capacity building training relating to improved HMIS.
• Train health/HIV/AIDS staff on the use of forms and case definitions.
• Attend meetings as requested with DOD/WRIAR and in the regions.
• Provide accurate and updated feedback on data collection.
• Participate in required reporting as directed by the Team Leader.

· Provide consultation to DOD/WRIAR, PEPFAR and the Ministry of Health on HMIS. Conduct workshops, lectures on improving HMIS as directed by Team leader.

Qualifications:

• Degree in computer science or degree in information technology.
• At least five years’ experience working in donor funded HMIS.
• Experience in conducting donor funded DQA, especially for PEPFAR.
• Working knowledge of MS Office applications (Word, Excel, Power Point, and Internet).
• Working knowledge of HMIS software.
• Willingness to work within a team environment and travel throughout Tanzania.
• Fluency in written and spoken English.
