AZOROM has been shortlisted to tender for a contract to supervise the design and construction of 180,000 connections of new electricity customers over a two-year period in areas that are close to existing Distribution Network infrastructure in a sub-Saharan African country. The work will include low voltage (LV) extensions, uprating of distribution transformers, and installation of service drops and pre-payment meters. Some reinforcing the upstream MV networks will also be required. The client is the state-owned power utility and the project is funded by the World Bank
AZOROM wish to hire an experienced HS&E expert on a medium-term contract to augment our existing resource for the assignment. A contract duration of 24 months is envisaged.
An experienced Health, Safety and Environmental Expert is required to perform the following activities;
a. Develop Health & Safety Management Plan (HSMP) and Environmental Management Plan (EMP) for the assignment, based on international funding agency standards and reflecting any additional client requirements.
b. Ensure that all construction sites and support facilities such as storage yards and waste depots comply with the HSMP and EMP.
c. Verify together with the Client that the workers’ safety protocols are understood and will be followed in accordance with the environment and social safeguard requirements as outlined in the HSMP and the EMP.
d. Periodically review the Contractor’s HSMP, EMP and other related documents such as health and safety manual, security management plan, waste management plan traffic management plan and response action plan for adequacy and completeness in reflecting any lessons learned as the project progresses
e. Review and consider the Health Safety and Environmental (HSE) risks and impacts of any design change proposals and advise if there are implications for compliance associated management plans.
f. Undertake HS&E compliance audits, supervisions and/or inspections of any sites where the Contractor is undertaking activities under its contract.
g. Undertake audits and inspections of Contractor’s accident logs, community liaison records, monitoring findings, and other HS&E related documentation, as necessary, to confirm the Contractor’s compliance
h. Agree remedial action/s and their timeframe for implementation in the event of a noncompliance with the Contractor’s HS&E obligations;
i. Undertake liaison, from time to time and as necessary, with other project stakeholders to identify and discuss any actual or potential HS&E issues;
j. Train contractor and client staff in selected topics in the areas of Environmental Safeguards and Community and Occupational Health and Safety
The requirements for this position are
- BSc. Degree in Environmental Management or similar, along with a recognised post graduate qualification in Occupational Health & Safety such as NEBOSH
- Not less than 5 years’ experience of performing the activities listed above in relation to large scale geographically distributed construction contracts involving multiple contractors.
- Experience in at least two similar projects.
- Experience in HS&E Management and supervision in developing nations, preferably in Africa
- Excellent oral and written communication skills in the English language.
