The Philippine Health Sector Reform Contract (PHSRC) support the national sector programme on UHC within the sector wide approach under government leadership. Particular consideration is given to critical challenges to increase the capacity and commitment of local governments to deliver health services and to ensure effective and sustainable implementation of health reforms at the local level, especially for the poor. In general, the PHSRC and its TA programme focus on the reforms addressing evidence based policy, health financing, strengthening local health systems, the regulation of drugs and health technology, and health human resources.

Project ObjectivesThe Administrative Order no. 2014-0046 dated December 29, 2014 identifies partners in service delivery networks (SDN) for Universal Health Care or Kalusugan Pangkalahatan”. It outlines some guidelines on the establishment and organization of SDNs based on priority populations and their health needs. This intervention supports the achievement of KP through the development of sustainable and functional Service Delivery Networks.
The establishment of Service Delivery Networks requires step wise documentation for bringing about benefits by: 1) Identifying needs of priority groups; 2) Designating priority groups, and general population to health facilities, 3) Mapping available health care providers that can serve the needs of the priority groups and the general population; and 4) Undertaking monitoring and evaluation of the SDN. This assignment supports the development of rational proposals for how to identify needs, designate priority groups, utilise the mapped providers at appropriate levels and ensure sustained relationships. In November 2013, seven identified top performing cooperations were awarded. This assessment will select 3 different SDNs from among these winners for in-depth analysis of their cooperations, service delivery and referral methods to document the principles of good practices in service delivery networking but be flexible to also consider SDN options.
Job DescriptionOverall Objective
Provide an overview with proposed definitions of what constitutes a good practice, i.e. well-functioning and cost-effective service delivery network, thereby laying out a replicable strategy for developing and improving SDNs.
Tasks
1. Identify 3 SDNs that reported on successful referral practices with good utilization of medical centres, provincial and district hospitals and primary care (RHUs and BHS) and less congested higher level facilities in their environment. Develop criteria of success and visit pre-identified selected LGUs that have proven to run successful co-operations for indepth information on their referral practices, also when private hospitals are involved or administrative borders are crossed.
2. Capture data by on-site observation of patient flow and patient case tracking in the facilities to compensate poor quality of available records and statistical data on patient records or hospital statistical reports.
3. Document the findings by tracing the patient in current practices and based on this analysis, recommend improved referral practices based on analysis of existing DOH guidelines, PhilHealth Circulars or recommendations on service level requirements and management requirements for a two way referral[1] and as laid out in the methodology and recommend necessary changes.
4. Review the findings from the analysis of the DM 2012-0251 along the milestones for good practices therein in the selected SDNs, with reference to other documentation currently existing in the Philippines and internationally.
5. Identify functional and cost effective cooperation elements and referral practices that can be proposed for policy with particular reference to facility operation and cooperation details.
6. Review local, national and international experience in referral cooperations and adapt to the reality of the current health system and ongoing health sector reform processes in the Philippines.
7. Involve LGUs, other DOH bureaus and PhilHealth by seeking their opinion on management and financing mechanisms for SDNs that are not yet addressed and require attention, also in view of strengthening management of the referral collaborations or SDNs
