Job Description

The Pragma Corporation is seeking Seeking EOIs for a High Level Electric Utility Engineer to Assist the General Electric Company of Libya (GECOL) to Prepare Lists of System Repairs to be made and Projects to be Completed and Rank them by Strategic Importance.

BACKGROUND AND TASKS

The Libya Public Financial Management (Libya PFM) Activity is a USAID-funded pilot activity designed to deliver technical assistance to develop modern public financial management practices in Libya at the central and sub-national levels as well as to address reintegration concerns through workforce development capacity building to national and municipal-level counterparts. The activities implemented under the Libya PFM activity will further USAID’s objective to build a new stability in the Middle East and North Africa through the stated strategy of promoting economic growth and job creation. The Libya PFM project will focus on delivering technical assistance to the Libyan government at the national and municipal level.

Responding to a request from the US Ambassador to Libya, the PFM Project prepared an Electricity Sector Assessment Report with short-, medium-, long-term recommendations for addressing the Libya electricity crisis between July and October 2016. The report has been submitted to USAID and to GECOL. The report contained 22 recommendations addressing emergency interventions, utility operations, revenue generations, and sector restructuring. The project now is asked to develop a road map for the implementation of the 22 recommendations contained in the Assessment Report. The road map places emphasis on inventory and catalog of infrastructure repairs. Therefore, the Electric Utility Engineer will be asked to contribute in the following areas:

  • Work with the GECOL International Coordination Work Group on the preparation of lists of repair and construction projects required to restore GECOL’s system and started but not completed projects
  • Determine the exact status and what resources will be required to repair, renovate or complete the project with step-by-step action plans and schedules
  • Categorize and prioritize the subject projects
  • Develop order-of-magnitude estimates for completing the projects
  • Identify limiting factors or impediments to each project.

In his/her work, the Consultant will work very closely with GECOL’s International Coordination Working
Group created during the Assessment Phase of this Project, with the objective being that GECOL, and by extension the GOL will buy into the developed plans.

LEVEL OF EFFORT, TIMING

  • The total allocated Level of Effort (LOE) is envisioned to be 32 days, with the Performance Period starting December 2016, or about, and ending March 2017
  • It is envisioned that the Consultant will spend a total of 30 days at the Project office in Tunis, with the remainder spent as travel days
  • Consultant will report to the Libya PFM Team Leader Ms. Marcia Occomy and her designee Mr. Ed Elrahal, Electricity Expert

QUALIFICATIONS

  • Consultant shall have proven experience in utility company engineering (generation, transmission and distribution) and utility company project management.
  • Consultant shall be able to write project descriptions, estimate schedules and costs
  • Consultant shall have an understanding of the strategic importance of individual projects and their priority of implementation and be able to rank them.
  • Consultant shall have good communications skills and be able to work with both the PFM Project and representatives from GECOL
  • The ability to speak Arabic would be a plus.
