The United States Agency for International Development (USAID) has contracted through Social Solutions International partnered with CAMRIS International, to recruit and hire qualified individuals for the following position:

INTRODUCTION

The U.S. Government (USG) has made the fight against HIV/AIDS a top priority, not only for humanitarian reasons, but because the HIV/AIDS crisis threatens the prosperity, stability and development of nations around the world. USAID has been, and continues to be, at the forefront of the USG response in the fight against the HIV/AIDS pandemic, funding over $25 billion in activities since the inception of its international HIV/AIDS program in 1986, with programs in nearly 100 countries worldwide. The President’s Emergency Plan for AIDS Relief (PEPFAR), launched in 2004, is the largest commitment ever by any nation for an international health initiative dedicated to a single disease.

The Global Health Bureau’s Office of HIV/AIDS (GH/OHA) is the center of HIV/AIDS technical leadership for USAID and has primary responsibility for the Agency’s HIV/AIDS program. The Strategic Coordination and Communication (SCC) Division within OHA, to which the HIV/AIDS Regional Advisor will be assigned, provides programmatic expertise to help the Agency and its Missions develop programs that respond to USG, USAID, and Congressional policy in addition to providing strong coordination with multilateral donors (the Global Fund in particular) and internal and external communication to stakeholders.

Within SCC, the Regional Advisors Branch (GH/OHA/SCC/RA) serves as OHA’s primary point of contact for USAID Missions seeking headquarters support for their full range of HIV and AIDS programming. Through ongoing advocacy and coordination of technical and management assistance, the Branch works across OHA, USG agencies—in collaboration with field Missions—to ensure effective outcome-driven PEPFAR programming. The Branch coordinates communications of PEPFAR policies and processes to the field and coordinates feedback on key aspects of program challenges from the field to headquarters.

The HIV/AIDS Regional Advisor’s primary role is to work alongside senior Regional Advisors and support USAID field missions and regional offices in developing sound strategies and operational plans consistent with PEPFAR policy; implementing efficient and effective programs that achieve desired outcomes; and monitoring and reporting on progress made in achieving program goals and objectives. The HIV/AIDS Regional Advisor serves as a key point of contact for Office of HIV/AIDS (OHA) for up to three countries.

The HIV/AIDS Regional Advisor’s onsite manager is the SCC Division Chief; the Advisor performs the following duties. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Responsibilities

The HIV/AIDS Regional Advisor serves as a key point of contact for the Office of HIV/AIDS (OHA) for a subset of countries and team-related duties.

The Advisor will:

A.Serve as OHA’s specialist on the HIV/AIDS epidemic for one to three USAID PEPFAR programs and/or support assigned countries or geographic region priorities:

  • Track key HIV/AIDS and country-specific developments and update OHA, GH and regional bureaus as needed; track developments in host country policies and programs; track USAID and other donor assistance programs.
  • Contribute to operational and strategic planning processes for GH/OHA as they relate to the Country Operational Plan (COP) and Bureau-wide processes, including developing annual documents (i.e., Operational Plan, Congressional Budget Justification, Bureau Operating Plan and Budget Submission, Annual Program Statement, PPR, Mission Strategic Plan, etc.) for the HIV/AIDS components of regional and country programs.
  • Support senior Regional Advisors to advise OHA and the Front Office on pertinent and emerging issues for immediate attention and resolution in assigned countries and/or regions.
  • Assist in coordination efforts with O/GAC staff as appropriate including summarizing review schedules, communicating with Missions; and consolidating information and data from the reviews.
  • Remain knowledgeable of and engage in analysis of OHA budget and procurement planning processes and documents necessary for effective implementation of and reporting on HIV/AIDS resources.
  • Participate in PEPFAR-wide activities and ensure that country and regional perspectives are taken into account in policy development, guidance, and program requirements.

B.Provide HIV-specific technical assistance to one to three field Missions and regional offices in coordination with OHA, USAID regional bureaus, programs, and OGAC:

  • Assist one to three Missions in support of Country Operational Plan/Operational Plan development and reviews.
  • Provide virtual or in-country support as appropriate in strengthening design of HIV/AIDS strategies, implementation plans and monitoring, evaluation and reporting systems.
  • Work with senior Regional Advisors to inform OHA front office and technical advisors on technical assistance requests and provision to countries.
  • Serve as a resource on Agency-specific and PEPFAR regulations and issues to senior Regional Advisors, Missions, regional bureaus, and other GH programs.
Qualifications
  • Master’s degree and 5+ years relevant experience or equivalent combination of education and experience
  • Master’s degree or higher in public health, health management, health policy, HIV/AIDS or other relevant field.
  • Experience in program planning, management and implementation, including experience in international or resource-poor settings and experience with HIV/AIDS programs. Experience in Africa and/or with PEPFAR highly desirable.
  • High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs.
  • Demonstrated leadership and group facilitation skills.
  • Demonstrated experience working with a wide range of development partners, including multilateral and bilateral donors as well as private foundations and civil society.
  • Demonstrated knowledge of internal processes within the US Government and other health sector development partners (e.g., thematic priorities, decision-making mechanisms, and preferred funding channels).
  • Experience with global health partnerships and disease-specific initiatives.
  • Strong interpersonal communication and writing skills and ability to work with diverse teams.
  • Strong teamwork, multi-stakeholder collaboration and management skills.
  • US Citizenship or Permanent Residency required.
  • Ability to travel domestically and internationally.
  • Ability to obtain and maintain, at a minimum, a secret security clearance.
