Position Description: TMG is seeking an experienced HIV/AIDS Monitoring and Evaluation (M&E) Officer for the anticipated project to conduct Data Quality Assessments (DQAs) at DoD/WRAIR-supported facilities through funding from the US President’s Emergency Plan for AIDS Relief (PEPFAR) in Tanzania. The HIV/AIDS M&E Officer will serve as chief technical advisor for all aspects of the Activity. The Officer will establish professional relations with all program, health and HIV/AIDS leadership and staff in Dar es Salam and the regions. The Officer will have a working knowledge, or be able to readily learn, the PEPFAR M&E System learn and apply DQA standards.
Key Responsibilities:
· Participate in the planning and implementation of all DQA as directed by the Team Leader. Identify potential implementation problems and bottlenecks.
· Direct data verification to assure internal consistency and validity of program activity.
· Participate in the timely completion of Activity reporting (deliverables) as directed by the Team Leader.
· As a result of DQA, develop follow-on plans for poor performing facilities in conjunction with DOD/WRIAR, PEPFAR and the Ministry of Health.
· Make recommendations for improving HIV/AIDS M&E systems and monitoring at the national, regional and facility level.
· Plan and participate in training programs to improve the M&E skills of health and HIV/staff in the regions and facilities.
· Facilitate the interpretation and use of M&E data, through review meetings between DOD/WRIAR, PEPFAR and the Ministry of Health.
· Provide technical support to DOD/WRIAR, PEPFAR and the Ministry of Health to strengthen monitoring and evaluation systems for HIV & AIDS programs, including the development of sentinel surveillance systems.
· Develop systems and tools, and training materials to train health and HIV/AIDS staff at the regional and facility level.
Qualifications:
· Degree in Statistics or Degree in Monitoring and Evaluation (M&E)
· At least five years’ experience in the development, design and implementation of donor funded monitoring and evaluation systems preferably in Tanzania relevant to PEPFAR HIV/AIDS programs.
· Experience in providing strategic direction and developing functional M&E frameworks based on consolidated analytical inputs.
· Experience in epidemiological literacy and skills in epidemiological surveillance, quantitative and qualitative monitoring, and evaluation methods. Knowledge of the national response to HIV/ AIDS in Tanzania.
