Job Description

Objective

The key role of HIV AIDS Private Sector Financing Consultant is to work with HP+, NAA and other sector stakeholders to:
1 Explore private sector as a source of domestic resources and their ability to contribute for the HIV response.
- Engagement with CBCA, CSR platforms, CSOs working in HIV AIDS for prevention, care and support.
- Identify program areas which can be financed and supported by private sector
2 Recommend approaches and/or mechanisms to access private sector financing for HIV.

Requirements/Qualifications
- Experiences on private sector financing, management, implementation, or provision in Cambodia.
- Knowledge and Experiences with private for-profit sector in Cambodia.
- health programs experience an advantage
- Ability to facilitate and negotiate decision making with private sector, senior government officials.
- Experience in health / HIV and private sector policy development in Cambodia.
- Demonstrated ability to work with public officials and private sector, companies
- Proficient in English
- Proficiency in Khmer preferred but not necessary.
- Direct experience in HIV/AIDS and health financing a plus.

The USAID-funded Health Policy Plus (HP+) project in Cambodia supports the Royal Government of Cambodia to continue its efforts to expand universal health coverage and reduce reliance on donor resources to fund the health sector.

HP+ is a five-year project funded by the U.S. Agency for International Development (USAID) and implemented by a consortium of partners, led by Palladium. The project's HIV activities are supported by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). In Cambodia, HP+ works to increase sustainable, predictable, and adequate financing for key health programs and to improve social health protection policy implementation. The project builds on the efforts of multiple USAID/Cambodia activities and assists the Royal Government of Cambodia to increase domestic resource mobilization for priority health areas and ensure the effective and efficient management of resources.

With regard to HIV, specifically, HP+ Cambodia is focused on increasing domestic government resources for HIV financing and a transition away from external funding. One strategy HP+ is employing is to support the National Aids Authority (NAA) and other relevant stakeholders to contribute to this objective through engagement with private sector actors who may be a source of funding for, and therefore improved access to, HIV service provision. It is essential to understand the role of private sector, both from service provision and financing perspective.

Private Sector Financing:
The Transition Readiness Assessment (UNAIDS 2018) identifies key risk mitigation strategies to tackle declining donor funding for HIV. One of the key strategies identified during the National consultation on TRA is to explore the opportunities associated with the private sector. Currently, the contribution of the private for-profit sector to the overall HIV response is almost negligible. As per the Cambodia NASA VI (2016-2017) preliminary analysis, the Cambodia Business Council for AIDS (CBCA), on average received $60,000 annually as a contribution from private for-profit sector for training and prevention activities for HIV. There is significant potential for further financing for HIV, as Cambodia continues to maintain an impressive GDP growth of 7% per annum since 2015 and is expected to maintain similar rates of growth rate until at least 2019[1]. Private sector has the potential to finance, contribute and sustain HIV/AIDS. Private sector can potentially contribute in programs and interventions such as awareness programs.
