HR and Operations Officer
This position is responsible for overseeing key human resources and office management functions within the The Netherlands office. This includes managing employee benefits, insurance processes, employee leave management, and ensuring compliance with local regulations. The role also covers administrative tasks related to office supplies, finance, recruitment, legal and organizing events. The HR & Operations Manager will act as a central point of contact for employee, internal, and external partners, ensuring smooth operations and adherence to company policies.
Key Responsibilities:
30% Ruling Application & General Regulatory Changes:
- Managing the application of the 30% ruling and staying up-to-date with changes within regulations, particularly those affecting international employees; Ensuring compliance with Dutch health insurance regulations, including coordinating with employees who reside in NL to ensure they have appropriate health insurance coverage.
- Ensuring compliance with BRAC International policies:
- Keep up to date with organisational policies and ensure that all NL based staff are aware of any changes to relevant BI policies.
Payroll and Leave Processing:
- Payroll: Working with the KPMG payroll team to ensure timely and accurate payroll processing.
- ARBO Portal Management: Managing sick leave requests and coordinating with the company doctor for compliance with Dutch labor laws.
- UWV Portal Management: Overseeing maternity and paternity leave, long-term sick leave, and other official requests via the UWV portal.
- Reconi (E-Herkenning): Manage the E-herkenning registration & portal for all entities in the Netherlands.
HR Admin Management:
- Employment Agreements: Managing employment contracts, including ensuring legal compliance with Dutch employment laws, determining contract lengths, and handling the implications of such agreements.
- Recruitment: Managing the recruitment process for new hires and working with hiring managers to fulfill staffing needs across departments.
- Travel Insurance: Assessing current travel insurance solutions (W.O.W) and recommending improvements or new solutions.
Global HR Projects:
- Leading and driving global HR projects with a focus on operational alignment and HR compliance. Investigating and implementing the most efficient ways of working, ensuring strategic alignment across departments and regions. Providing coaching to managers and stakeholders to ensure the adoption of best HR practices and a streamlined approach to HR processes globally.
Finance Administration:
- Overseeing invoice processing, portal administration, credit card management, and acting as the primary point of contact for finance-related inquiries.
Office Management:
- Managing office supplies, post, facilities, and logistics. Serving as the main point of contact for SPACES (office space provider) and ensuring the office environment is well-maintained.
- Coordinating with the HQ IT team for IT supplies and setup. Managing purchasing and logistics for office IT needs.
- Supporting travel and reimbursement processes for employees within the EU & UK region and ensuring compliance with corporate policies.
Board Meetings & Events:
- Organizing board meetings, and other corporate events, particularly within the NL region.
Adhoc Responsibilities:
- Translation of Dutch Documents: Providing translation services for Dutch documents as required.
- Support for Executives: Providing minimal administrative support including notarizations, post handling, signature collection, and printing needs.
- Team Outings: Coordinating and organizing team outings and events such as farewell dinners.
Safeguarding Responsibilities:
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote, and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Educational & Experience Requirements:
- Minimum of 5 years of experience in HR or office management roles, preferably within the Netherlands.
- Experience in handling HR-related regulatory matters such as insurance, leave management, and employment agreements.
- Demonstrated ability to manage complex administrative tasks, including finance and office logistics.
- Experience with recruitment and working in a fast-paced environment.
- Proven experience in managing or contributing to global HR projects, focusing on operational alignment, HR compliance, and coaching managers to adopt new ways of working.

- High emotional intelligence with the ability to build and maintain strong relationships, foster trust, and navigate complex interpersonal dynamics across multiple departments.
- Ability to provide coaching and guidance to managers on HR compliance, best practices, and effective ways of working, while ensuring alignment across global teams.
Work Ethic & Approach:
- High attention to detail and accuracy in all work performed, particularly in managing employee records, insurance compliance, and contractual agreements.
- Ability to multitask effectively and manage competing priorities, ensuring smooth execution of both global HR projects and daily administrative tasks.
- Quick learner with the ability to absorb information rapidly, adapt to changing regulations, and take proactive action to ensure organizational success.
- Inquisitive and adaptable, with a strong desire to learn and navigate the unique challenges of working across diverse regions and teams.
Technology Proficiency:
- Proficient with HR management tools, Microsoft 365 Suite (Word, Excel, PowerPoint, Outlook), and familiarity with financial, governmental portals, and payroll systems.
- Familiar with Google Workspace (Gmail, Calendar, Meet, Drive, Docs, Sheets, Slides), and other basic IT systems and platforms necessary to support HR and office management functions.
- ERP experience is a plus (SAP, Oracle, etc.)
Discretion and Confidentiality: Ability to handle sensitive employee and company information with the utmost discretion and confidentiality, ensuring compliance with privacy regulations and internal policies. Employment type: Full -Time, 32 (FTE 80%) Hours per week (Mon - Thurs)
