This position is being announced under FEMA’s Incident Management Assistant Team (IMAT) Program. This is a 4-year temporary appointment in the Excepted service. This position is located on a Type I, National IMAT and has a starting salary range of $49.20 per hour to $66.43 per hour; however, the maximum salary possible in this position is $75.57 per hour. Salary listed includes locality pay.

EMERGENCY ASSIGNMENT: IMAT employees are subject to a 24-hour on call work schedules in the event of an emergency and be willing to be relocated to emergency sites with little notice. The teams deploy as soon as notified to respond and are on the scene within 12 hours. Once on scene, the teams operate and function under intense physical and mental stress until the response mission is accomplished. This service will require irregular and/or long working hours which may be under austere environments that include living and working in temporary facilities such as tents, warehouse, or other expediently established facilities, significant damage to critical infrastructure that prevents ready access to potable water (other than for drinking), other than basic medical care, and other routinely available services. Work may include duties other than those specified in the employee’s official position description and may involve some physical exertion including activities such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, stooping, stretching, reaching, or similar activities; carrying and lifting of moderately heavy items (up to 50 pounds).

In this position, you will serve as the Support Branch Director, Type I to providing logistical support for FEMA operations at a disaster.

When deployed, the incumbent reports to the Logistics Section Chief and is responsible for providing logistical support for all FEMA operations. Supervises the Facilities, Ordering and Supply Unit Leaders. Typical responsibilities include:

• Determining appropriate organizational structure and ensuring that staffing and structure are Incident Command System compliant.
• Overseeing Joint Field Office set up and build-out, including lease, safety, security, parking, storage, communications requirements, network infrastructure, utilities, copiers, custodial service, and other responsibilities
• Coordinating the closeout of the Joint Field Office
• Providing spend plan projections to the Logistics Section Chief
• Ensuring subordinates are qualified to perform assigned positions and makes adjustments as needed; establish work assignments and set priorities; brief subordinates on relevant information; monitor performance and prepare evaluations.
• Overseeing supply functions and establishment of supply facilities, including the receipt, processing, and distribution of assets.
• Implementing single point of order tracking (SPOT) systems.
• Ensuring warehouse storage and material handling equipment requirements are met.
• Ensuring accountability for government-owned equipment and materials in accordance with Federal Property Management Regulations and FEMA property management policies.
• Determining ground support resource requirements for incidents and ensuring appropriate contracts are in place to support ground operations.

When not deployed, the incumbent reports to the Logistics Section Chief. Typical responsibilities include:

• Participating in exercises at the national, regional and state levels; all training as required by the position with states and other federal agencies, professional development as required for team member development and FQS certification, and emergency management training and workshops; development of regional catastrophic planning for all-hazard responses
• Providing input for the development of and participates in the execution and documentation of functions and plans that affect critical aspects of FEMA’s mission, operational responses and programs; basic instruction on disaster-related topics to regions, state and local authorities;
• Assisting in the development of plans, goals, and objectives for new initiatives and programs
• Evaluating and providing recommendations for improving effectiveness of existing programs and activities.

Travel Required

75% or less - IMAT members will deploy to emergency sites. IMAT members will travel to disasters, offices, trainings, meetings, or for other job related reasons. Non-emergency travel may be required.
