Advertised By: GRM International United Kingdom We are currently looking for the following positions for upcoming assignments in Kabul, Afghanistan, to assist in the reform of government agencies.

Position: Human Resource Specialists

Duties: - Strengthen HRM within government agencies - Restructure the HRM department and ensure recruitment of qualified staff to this and other key departments - Ensure application of enhanced HR polices and procedures to government agencies including for appointments, appeals, pay and grading and performance evaluation, supported by HR training Specific qualifications and experience: - 5 years experience managing human resource management(HRM) reforms at the ministry level in the public sector is highly desirable - 5 years experience in HRM - Post graduate degree in HRM Position: Organisational Reform Specialists

Duties: - Prepare government agencies’ vision, mission and strategic program including specific sector deliverables and monitoring methods - Prepare and implement a detailed work program to improve priority business processes and performance of government departments - Identify funding gaps in the government agencies’ strategic plans and obtain donor support - Support the process of change management by engaging staff and other stakeholders to ensure they are informed, involved and aware of change benefits Specific qualifications and experience: - 5 years experience leading a team and/or managing government organizational reform and restructuring in the public sector is highly desirable - 5-10 years experience in organisational reform and restructuring at a management level in the public sector - Post graduate degree in Organisational Development, Business Administration, Human Resource Management or related field General experience for above positions: - Proven experience in building capacity of local staff in a challenging operating environment - Proven ability to establish constructive working relationships with a wide range of national and international stakeholders, with a range of interests - Excellent verbal and written communication skills adaptable to a variety of audiences - Previous experience working in post-conflict, developing countries in a similar role is desirable - World Bank and Afghanistan experience is desirable - Regional (Central/South Asia) consultants are encouraged to apply For more information or to apply, please contact Sian Blackwell at .
