Functional responsibilities
Provide technical assistance in development Human Resource Health (HRH) policy related issues to Ministry
Assist the HR directorate in coordination and management of the level 4 Health Extension Workers (HEW) upgrading of training program
Prepare TVET level health training occupational standard of training program
Support the initiation of a new training program based on the identified needs of the health sector
Provide capacity building support to Regional health science colleges and faculties on teaching methods, occupational standard and model curriculum designing
Support the development of model curriculum for health science training program
Provide support on development of assessment tool (qualification exam) for health science training program
Support the directorate in coordinating partners that are engaged in HEW training program
Support the writing of qualification framework, scope of practice and job evaluation and grading for health care workers.
Perform other key responsibilities within the scope of role
Analytical support related to Human resources for health policies are formulated and advocated in line with the growing demand
Key essential performance assessment tools are developed
Health Extension Workers (HEW) upgrading Trainings programs are designed and its curriculum are standardized
Occupational standards are developed
Support to building the technical capacity of HRDD directorate staff
Education/Experience/Language requirements
A first University Degree (Bachelor’s Degree or equivalent) in Public health, Business Administration, management or related fields is required. OR
Advanced university degree (Master’s Degree or equivalent) in Public health, Business Administration, management or related fields is desirable.
Experience
A minimum of two (2) yearsrelevant work experience working in public health and HRH related training programs is required
Work experience with proven ability to write HRH strategies is desirable
Knowledge of Ethiopia’s health system, sectoral reform processes, HRH training and regulations, occupational standard and curriculum designing is desirable
Experience with developing health professional qualification framework is an asset
