Job Description

Functional responsibilities


  • Provide technical assistance in development Human Resource Health (HRH) policy related issues to Ministry

  • Assist the HR directorate in coordination and management of the level 4 Health Extension Workers (HEW) upgrading of training program

  • Prepare TVET level health training occupational standard of training program

  • Support the initiation of a new training program based on the identified needs of the health sector

  • Provide capacity building support to Regional health science colleges and faculties on teaching methods, occupational standard and model curriculum designing

  • Support the development of model curriculum for health science training program

  • Provide support on development of assessment tool (qualification exam) for health science training program

  • Support the directorate in coordinating partners that are engaged in HEW training program

  • Support the writing of qualification framework, scope of practice and job evaluation and grading for health care workers.

  • Perform other key responsibilities within the scope of role


Expected Deliverables

  • Analytical support related to Human resources for health policies are formulated and advocated in line with the growing demand

  • Key essential performance assessment tools are developed

  • Health Extension Workers (HEW) upgrading Trainings programs are designed and its curriculum are standardized

  • Occupational standards are developed

  • Support to building the technical capacity of HRDD directorate staff

Education/Experience/Language requirements


Education

  • A first University Degree (Bachelor’s Degree or equivalent) in Public health, Business Administration, management or related fields is required. OR

  • Advanced university degree (Master’s Degree or equivalent) in Public health, Business Administration, management or related fields is desirable.


Experience

  • A minimum of two (2) yearsrelevant work experience working in public health and HRH related training programs is required

  • Work experience with proven ability to write HRH strategies is desirable

  • Knowledge of Ethiopia’s health system, sectoral reform processes, HRH training and regulations, occupational standard and curriculum designing is desirable

  • Experience with developing health professional qualification framework is an asset


Language
  • Fluency in spoken, written and reading English is required.
  • Knowledge of another UN official language is an asset.
