Job Description

Nature and Scope of Assignment

This assignment involves supporting a government-led capacity development program within Ministry of Finance, Directorate of Human Resources Management. Under the supervision of the Admin and Finance Deputy Minister, the successful candidate will provide technical advice, management support and technical inputs required to allow the HR Directorate of MoF to achieve the target of HRMIS system development.

The successful applicant will be expected to work with and through his/her Afghan national counterparts (the HRM team), and to progressively transfer skills and expertise to them. This position does not involve any type of management or line responsibilities under any circumstance.

2.2 Duties and Responsibilities

Working under the supervision of Administrative and Finance Deputy Minister, with assistance from the CTAP Capacity Development team, the Human Resources Management Information System Advisor will:

  • Conduct a comprehensive assessment of the current status of the Human Resources Management Information Systems (HRMIS) and the level of computerization within the different HR departments and in the Provincial Offices, assist and train HRD staff on conducting such assessments
  • Assist HRD to use previous assessment reports as basis, and incorporate new initiatives that have or are currently being undertaken with respect to HRMIS
  • Assist HRD to analyze the needs and identify the gaps between requirements and the functionality of the system
  • Develop HRMIS work plan and action plan that includes priority steps for upgrading key systems in this area, assist and train HRD staff on how to implement the action plan and prioritize related activities
  • Assist and train HRD staff on data security, data management and data entry at the central and provincial level
  • Provide training to HRD staff on the development and management of database, as well as transfer of technical knowledge to increase capacity within HRD to maintain and further develop the system.
  • Assist the HRD in developing long and short term HRMIS strategy, clearly showing HR needs and how HRD will fulfill them, assist and train relevant staff in implementation of mentioned strategies
  • Train, assist, mentor and support the designated counterparts in order to support their professional development and enable them to discharge their responsibilities more effectively and efficiently.
  • Assist and support each section (Recruitment, Employee Relations, Performance Appraisal, Capacity Development and Organizational Development) within the HR Directorate to identify processes that need to be automated to improve the effective and efficient execution of work processes.
  • Assist and train all HR sections to implement selected processes that have been automated and to ensure that appropriate user support is provided for their efficient operation
  • Provide technical assistance and backstopping to the HR Directorate as required in terms of HRMIS.
  • Any other related task may be given by HR Directorate

2.3 Deliverables

The deliverables of the Human Resources Management Information System Advisor are:

  • Comprehensive Assessment conducted and complete report compiled.
  • HRMIS work plan and action plan developed Necessary PFM tools that support budget preparation, budget execution and audit processes developed and relevant staff fully trained
  • HRMIS long and short term Strategy developed and made ready for implementation
  • HRMIS and database Training Needs Analysis, required trainings provided and training outcome assessment conducted
  • HRMIS manuals and procedures developed
  • HRD relevant (HRMIS) staff fully trained
  • HRMIS developed and made ready for implementation

2.4 Skills, Experience and Qualifications Required

The successful candidate should have the following skills, experience and qualifications:

  • Master’s Degree or higher in Human Resource Management, Management Information System & computer science
  • Minimum 8 years’ work experience of HRMIS development and implementation
  • Strong experience of HR database development, and statistical program
  • Experience in capacity development, organizational development and/or Public Administration Reform is a plus
  • Demonstrated history of providing training, coaching and mentoring to local counterpart staff is a plus
  • Able to produce reports and other standards documents, in English, up to a professional standard
  • Previous experience in under-developed, insecure or post-conflict environments a plus
  • Fluency in Dari and/or Pashto is a strong plus
