**JOB VACANCIES** The First MicroFinanceBank (FMFB) is a fast growing Tajik financial institution established by the Aga Khan Development Network (AKDN), International Finance Corporation (The World Bank group), and KfW (German Credit for Reconstruction). The Bank was set up to alleviate poverty by providing financial services to individuals and small enterprises, especially in the remote areas of the country. This is a challenging but extraordinarily interesting brief. The Bank currently has over 310 staff, 4 branches and 32 district offices. The shareholders, management and staff are all animated by the pursuit of excellence in everything they do. FMFB is recruiting for the following position. **__HUMAN RESOURCES MANAGER (HO)__ I. THE HUMAN RESOURCES MANAGER** Directly responsible for managing all HR activities of the FMFB, and entire HR staff. The HR Manager will ensure that the HR activities will support the FMFB in pursuing its mission with a minimum of risk and a maximum of efficiency. As a member of the Management Team, the HR Manager shares responsibility for the overall performance and activities of the Bank, and participates in making decisions on material issues. **II. PRINCIPAL DUTIES AND RESPONSIBILITIES** The Human Resources Manager responsibilities include (but are not limited to): • Ensuring that the Training/HR functions is managed effectively; • Keeping all staff files and records up to date, developing and/or upgrading templates of contracts, interview reports, advertising formats, etc.; • Reviewing the compliance of all employment contracts with changes that would have been brought to the Labor Code over the last two years; • Coordinating and keeping record of all staff recruitment: hiring, appraisals, promotions, and dismissal if necessary, in conformity with the prescriptions of the internal policies of the Bank, the local legislation and the local authorities; • Reviewing and upgrading whenever necessary the HR Manual of the Bank and ensuring its compliance with local laws and regulations; • Overseeing the introduction, finalization, monitoring and upgrading of the staff performance appraisal system, including salary review and bonus; • Preparing a career planning policy and introducing it upon management approval; • Developing knowledge in the HR Department and the Bank of the local legislation and regulations concerning labor law, social issues, pensions, insurances, working relations, trade unions, relevant international conventions, etc. • Training line managers in HR policies and practices including in the branch network; • Providing employee relations support to line management concerning disciplines, grievance and absence related issues; • Executing other talks and duties as reasonably requested by the CEO; **III. MINIMUM JOB SPECIFICATIONS A. Education:** • University degree in General Business, Management, Economics, Human Resources or Personnel Management is desirable **B. Essential Skills and Experience:** • At least 5 years employment experience in a human resources-related role, preferably with international company or organization • Computer literacy (experience with Microsoft Word, Excel and Access), • Fluency in English and regional/local language.
