Org. Setting and Reporting

This post is located in the Regional Office of the High Commissioner for Human Rights (OHCHR) in Bangkok, under the supervision of the Reginal Representative.

Responsibilities

Within delegated authority, the Human Rights Officer will be responsible for the following duties:

• Reviews, monitors and evaluates activities relating to the human rights of trafficked persons in the region, including supporting implementation of recommendations of treaty bodies and mechanisms of the Human Rights Council.

• Supports the work of the Regional Office in relevant areas.

• Prepares relevant human rights parts of regional reports.

• Meets regularly with UN staff, regional/national officials as well as Military and Police officers to plan projects and review project activities.

• Works with UN and non-governmental programmes in the country/region to integrate human rights, including their gender dimensions in programs related to social inclusion; helps design and implement the human rights program and designs the organization and focus of the evaluation.

• Conducts human rights monitoring and documentation in relevant areas and ensures up-to-date information regarding substantive matters in the field of human rights and makes recommendations on actions to take.

• Makes contact with other sectors of the UN, other international organizations and governments on relevant coordination and policy matters; brief representatives and provides, as appropriate suggestions and recommendations.

• Assists in the development and implementation of training programs in the field of human rights, with attention to gender perspectives.

• Serves as team leader with responsibility for carrying out, in consultation with the Regional Representative, work coordination and administrative functions relating to the staff, planning and budget.

• Trains and supervises junior staff, consultants and interns.

• Collects and analyzes data on social inclusion and narrative change, trafficking and other relevant areas to identify trends or patterns and provide insights to enable data-driven planning, decision-making, presentation and reporting.

• Performs other related duties as required.

Work Experience

  • A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
  • Experience of human rights monitoring and documentation is desirable.
  • Experience of work on trafficking and human rights as well as social inclusion is desirable.
  • Experience of working at the regional level is desirable.
