About the Role 

We are recruiting for a Humanitarian Data Analyst supporting to provide high‑quality humanitarian analysis, turning diverse global datasets into early warning, foresight, and response-ready insights. The role will be responsible for blend qualitative and quantitative analysis with robust data management, automation, and information systems to guide FCDO decision making. The role will deploy at short notice during a crises response to provide agile IM and analytical support , ensuring timely, evidence-based humanitarian action. The role forms part of the Data and Visualisation pillar working with AI and GIS specialist and reporting to the EWAR – Data and Visualisation TL.

Primary Duties and Responsibilities:

Humanitarian Early Warning and Needs Analysis

  • Support EWAR to adopt a wide range of analysis and synthesis techniques in support of humanitarian early warning and foresight products.
  • Provide qualitative and quantitative analytical support to a range of analysis products
  • Provide advice and guidance on using a range of humanitarian data sources.
  • Maintain a high level of knowledge and understanding of global humanitarian datasets and methodologies, such as IPC, INFORM, ACLED, IDMC, and IOM DTM.
  • Support EWAR to make best use of different datasets and analytical methodologies.
  • Develop approaches to prioritisation tools and composite indicators required to support decision making
  • Support with humanitarian financial analysis, including analysis of FTS data on HNRPs and tracking humanitarian and disaster risk financing activations to feed into humanitarian updates and reports.

Support Humanitarian Response

  • Maintain an agile approach to working, adapting work and priorities at short notice to support analysis and information management in humanitarian response.
  • Identify and obtain the needed data and information elements required to produce analysis and information products
  • Provide information management support to humanitarian needs assessments, FCDO disaster impact assessments or capacity assessments of partners as required;
  • Develop response-specific IM strategy at the outset of rapid onset responses and maintain readiness to deploy in support of FCDO’’s work in a humanitarian emergency.
  • Deliver the information function in response, sourcing and presenting information function in response reports, response ,overviews, timelines and infographics).
  • Establish relevant information management systems and tools to support better informed response decisions.
  • Support with comprehensive analysis of HRPs, funding proposals and other evidence to inform HSOT recommendations and FCDO response decisions
  • Contribute input to communications products, regular reporting highlighting response and support review and learning process.  
    Data Management
  • Identify opportunities to automate products and visualisations where possible. Develop scripts for automation
  • using Python or R if appropriate.
  • Manage, structure and store core datasets of essential humanitarian data for use in EWAR and beyond.
  • Use data management systems such as Databricks to enable effective humanitarian analysis and monitoring.
  • Establish data pipelines between humanitarian data providers and Databricks by leveraging APIs and developing scripts for analysis.
  • Set up and maintain a database for humanitarian information, and develop tools and best practices to enable quick information access by FCDO during humanitarian responses.
  • Establish and maintain EWAR’s data management approach. Ensuring data management and governance processes are in place and adhered to for the products and services EWAR delivers.
  • Use version control systems for code management such as GitHub and enable sharing between GIS specialist/ TL and AI specialist
  • To deploy as an HAO during response, or as a GIS/IM specialist if required
  • To oversee automated daily monitoring work flow and its continue improvements/learning.

Other Duties

  • The post holder will be required to deploy at very short notice to support an FCDO response for minimum of 4 weeks for up to 40% of their time.
  • Participate in HEST training and work to mitigate safety and security threats for self and others
  • Undertake any other duties as appropriate to the position, as requested.
  • Fulfil role of Duty Officer on rotation, providing week-long out of hours surveillance of emergencies.
  • Contribute to HEROS contract monthly, quarterly, annual contractual reporting on specialist portfolio, and provide support as requested in support of results-based reporting.

  • Lead on providing data inputs during the transition phase.
  • This position follows Palladium’s hybrid working policy, requiring a minimum attendance of three days in the office.
  • As appropriate, engage with Palladium UKEA regional team fora and initiatives. 


    Required Qualifications:
  • Degree level or equivalent qualification / experience in a related subject.
  • Research and field operational experience with INGO, UN or similar organisation.
  • Advanced information management skills including proficiency in Excel and Power Bi. Knowledge of statistical and/or mapping/GIS software is an advantage.
  • Experience with R / python and SQL, and willingness to further develop these skills
  • Practical knowledge of humanitarian response information tools and operations. Experience in reporting, delivering briefings, public speaking, and facilitating meetings;
  • Demonstrable knowledge and experience of humanitarian theory, practice and architecture, humanitarian risk assessment and planning and managing humanitarian responses.
  • Proven research and analytical skills and proven experience of providing humanitarian information management and reporting during rapid onset humanitarian crises.
  • Exceptional organisational and prioritisation, and ability to deal with a varied, demanding, often conflicting and rapidly changing workload, while conscientious and efficient in meeting commitments, observing deadlines and achieving results.
  • Team player who also works well independently.
  • Excellent networking and coordination skills at all levels.

About the Organization

Project Overview 

The Humanitarian and Stabilisation Operations Team (HSOT) is contracted by Palladium to deliver the Humanitarian Emergency Response Operations and Stabilisation Programme (HEROS), working with FCDO’s Humanitarian Response Department (HCRD) as well as multiple UK Government teams and partners in 130 countries. The team provides operational and advisory support to meet humanitarian needs and restore stability in sudden-onset disasters and protracted crises.The Early Warning, Analysis and Reporting team is at the forefront of humanitarian information and analysis, working at the heart of government to inform humanitarian decision-making. The team monitors global events to provide early warning, alerts, and shape humanitarian responses by delivering insights through clear and targeted analytic products.
