Responsibilities (The following duties are generic and may differ depending on the requirements of the mission.) Under the overall supervision and guidance of the Chief Engineer, the Hydrogeologist shall be responsible for the following general duties: Provide overall technical leadership and guidance in the planning and management of ground water resources in keeping with the sustainable utilization policy of the host country for such resources; Develop Mission Specific Policy and Guidelines pertaining to ground water extraction’ with a view to ensuring compliance with relevant policies, laws and regulations of the host country; Collaborate and work closely with other UN Agencies, NGOs, and Local Institutions, Government Ministries and other stake holders with vested interest in ground water resources in the development and implementation of a strategic water support plan for the field Mission, which ensures integration of major issues of concern and water management strategies in the overall plan; Make recommendations for the resolution of problems in groundwater management issues; Review, evaluate, revise ground water exploration project documents, analyze design-specifications included in project proposals for accuracy, soundness, feasibility and cost; Prepare budget including raising requisitions for ground water exploration program; Identify contractors for well drilling program; Collect all relevant geological, hydrological and hydro geological data and information of the host country, with special emphasis to the area of responsibility of the Peacekeeping Mission; Analyze the data and prepare appropriate data bases to facilitate data retrieval and dissemination; Develop and edit Geographic Information System (GIS) data sets and import GIS data from a variety of sources; Investigate the occurrence, circulation and distribution of ground water and establish recharge volumes, mechanisms of flow and outlets to facilitate the definition of sustainable groundwater development strategies in specific areas of the UN-Mission operation within the host country; Conduct appropriate geophysical groundwater investigations/surveys using the most recent state of the art techniques available for such studies; Develop water drilling maps indicating locations of aquifers, fractures, coordinates for potential drilling sites, streams network, through the use of various GIS packages and load such information into Global Positioning System (GPS); Prepare geospatial data and provide GIS support including data maintenance and map product generation; Developing sustainable ground water use strategies; Evaluate water table changes (including seasonal variation), storage potential, and permeability and flow distribution; Prepare Scope of Works (SOW), Technical Specifications and Cost estimates for water wells drilling program for the Mission; Prepare Request for Proposal (RFP) documents for solicitation of well drilling contracts; Evaluate Proposals submitted by prospective contractors and make technical recommendations for the selection of suitable contractors; Supervise the drilling programme to ensure compliance with required technical specifications for material, equipment and workmanship; Prepare well drilling reports including well details, such as well E-logs, pump tests results; Investigate the effects of waste disposal or agricultural development and other land uses on the short term and long term quality of ground water; Lead efforts of team/s studying critical problems related to design, construction and maintenance of water wells and related equipment; Perform other duties as required.

Planning and Organizing – Proven ability to plan, organize and carry out effective and efficient ground water exploration programs in developing countries; ability to work under stressful working environment and deliver required outputs within the set out deadlines while handling concurrent activities/projects. Communication – Proven ability to write clearly in a concise manner in presenting issues, programs, and plans to subordinates, senior management staff and the general public. Technological Awareness – Proven ability to conduct ground water modeling (convection, dispersion, diffusion) and to apply up-to-date remote sensing geophysical methods for ground water investigations; demonstrated high level of computer skills in word processing, spreadsheets and in operating common data bases, Geographic Information Systems (GIS) and project management soft wares. Teamwork – Ability to work effectively as a member of a multi-disciplinary team of people from diverse socio-economic and cultural backgrounds; demonstrated ability to develop and sustain teams as well as be an effective team member. Judgment and Decision-making – Demonstrated ability to exercise independent judgment and take decisions on difficult and complex issues.

QUALIFICATIONS

Education Advanced University degree (Masters or equivalent) in the field of Geology, Geophysics, Hydrogeology, Hydrology and Civil Engineering. A first University degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience At least 5 years of progressively responsible experience with a National Institution, or a large organization/firm, engaged in ground water exploration, both in the field and at the Headquarters. Experience in ground water exploration in arid or semi arid regions applying standard geophysical techniques and methods for ground water exploration in a variety of subsurface rock formations. Experience acquired while serving with an International Organization, UN-Peacekeeping Operations, military or other operations in the same field, relating to ground water exploration, would be an advantage.

Languages Fluency in spoken and written English or French; knowledge of a second UN language is an advantage and sometimes a requirement. Fluency in the local language may be essential.

Other Skills Ability to conduct Environmental Impact Assessment of ground water extraction and ability to, develop and implement appropriate mitigation measures for ground water pollution abatement and control. Water chemistry and water quality monitoring including standard water treatment methods. Experience in GIS tools and techniques. Knowledge of applicable appropriate computer programming such as FORTRAN, C and Java would be useful.
